Commissioner Jamieson asked about the bond program and in <br />discussing the matter with Mr. Walker he learned a great deal <br />depends on timing. He said it is no secret this project would be <br />one of the key projects in the program but asked about timing <br />delays if the residential sector is sold as suggested earlier. <br />Commissioner Doherty said he could see where this project would <br />end up on the back burner. Commissioner Jamieson said it takes <br />time to transfer ownership of property. Mr. Cox said the Daon <br />project would be paying for about 50~ of the feasibility cost <br />which will have to be done first, that they have had preliminary <br />discussions with residential developers-and said the Commissioners <br />are correct, there could be a delay, but that it is their <br />intention to market the property as soon as possible. <br />The public hearing was closed. <br />Mr. Harris said the project overall is very impressive. <br />He said the staff does have concerns with future traffic conditions <br />in the area and that the Planning Commission and City Council <br />should keep that in mind. He said from a design standpoint the <br />project is an excellent one. <br />Commissioner Wilson asked sgain about the January deadline for <br />the mortgage bond issue. Mr. Swift said he doesn't <br />know about the time schedule but what does have to happen is <br />the developers have to put up 5~ of the total dollars and the <br />project can then go ahead and that the City won't know if the bond <br />program can go forward until the money is put up. He said Daon <br />could put up their share-and later sell the property. <br />Mr. Harris indicated. other people need to participate in the program <br />wha would prefer to have the program in place as soon as possible <br />and at least one developer wants to finance a project already <br />under construction. Commissioner Wilson said either the bond <br />program has gone down-the tubes or the Commission is getting <br />wrong feedback. r~r. Cox said a feasibility study has to be done <br />and he is not aprised of any deadline. <br />Steve Tyler, Ty-Cal, mentioned a conversation he had-with Jim <br />Walker one week ago. He said there was no mention of a date and <br />confirmed that the feasibility study must be completed. <br />Commissioners Lindsey and Doherty indicated they need information <br />regarding the bond program as well as the information concerning <br />sewer availability requested last week. <br />Mr. Harris indicated the City needs this type of housing <br />irrespective of the bond program. <br />Commissioner Wilson asked about the momorandum from the Park and <br />Recreation Commission concerning paxk ded.ication.. <br />Sheldon Jones, Park and Recreation Commission, spoke to the issue <br />of 'in lieu' park fees. Mr. Harris said this matter couldn't <br />be resolved by the Planning Commission but rather it would be <br />up to the City Council to waive or not waive fees. <br />-6- <br />
