Mr. Hirst indicated he is confident it will take less than six months. <br />Commissioner Wilson asked if this project would be exempt from RAP. <br />Mr. Harris stated that City Council has to make that decision. <br />Commissioner Wilson asked at what point in time, if considered by the <br />City Council as affordable housing, the project would have to be reviewed <br />by the Park and Recreation Commission. Mr. Harris stated it is not <br />reviewed by the Park and Recreation Commission unless there is a park <br />in the project and there is no park in this case. <br />Commissioner Doherty stated that .the Park and Recreation Commission has <br />concern with 'in lieu of fees vs. park land in the project and he <br />feels that some fes in addition to the park land should be paid. <br />Commissioner Wilson addressed affordable housing and that in the past <br />townhouses and condominiums have provided that the homeowners maintained <br />landscaping, streets, and interiors he wonders if the same thing could <br />be done in this project. He then addressed the 18 ft. setback for the <br />duplexes. Mr. Harris said that originally the setback for the single <br />family units was 22 ft. but reduced to allow an additional 4 ft. for the <br />street and to put additional sidewalk in. Mr. Parrish then explained the <br />setbacks for the various units. <br />John Barker, Vaughn Shahinian and Associates, Civil Engineers, explained <br />the street pattern, setback requirements and other technical aspects of <br />the development. <br />Mr. Parrish stated that this development will probably attract young <br />working couples with no children--a starter house, senior citizens, <br />singles or couples. He said he appreciates the concerns for a meeting <br />room but it would cost from $300,000-$500,000 and would be a monthly <br />cost, the burden of which would be on the homeowners. He said there <br />are churches, schools and other public facilities in the area in which <br />to meet. <br />Mr. Hirst said that CC&Rs are approved by the City and that the City then <br />has the right to be a beneficiary and could step in and do work and <br />charge the association. Mr. Swift indicated that this type of a con- <br />dition is a standard one put on all such developments. <br />Commissioner Wilson expressed concern with not having wider streets with <br />parking if in fact it is going to be affordable housing. He said the <br />recreation area is too small and doesn't agree with Mr. Parrish con- <br />cerning the cost. He said he has no problem with rolled curbs but that <br />before approving any projects he wishes to find out the City Council's <br />intentions. <br />Commissioner Doherty said that this is a quality project and he has no <br />doubt that it is affordable. He said the interiors are beautiful and <br />the units have large patios. He said he is concerned with the width <br />of the streets. He said as far as parking is concerned the development <br />proposes two car garages which would mean two cars could park in the <br />garages and two could park in the driveways.
