concerning the definition of "2-axle." His interpretation was
that "2-axle" refers to driving axles and that even ten wheel
trucks could have two axles and this is one of the reasons Valley
Business Park is talking about a weight limitation instead of
number of axles, He further indicated the weight limitation on
Hopyard Road is three tons, which applies only to through traffic,
not local delivery traffic.
Chairperson Lindsey addressed Valley Avenue extension and the
amount of weight proposed to be allowed. Mr. Harris responded
that businesses in that area have trucks of more that 40,000#
in use, Commissioner Jamieson asked if this would give license
to allow Kaiser to haul on Valley Avenue extension. Mr. Harris
stated that the ordinance restricts trucks to 16,000# on First
Street - Stanley Boulevard. Mr. Swift said that Valley Avenue
extension is just the same as Santa Rita Road, i.e. three tons
for through truck traffic and that local deliveries in trucks
of a higher weight are allowed to use the shortest or more direct
route to a delivery point and that this portion of Valley
Avenue is subject to that same limitation; and that when Stanley
connects it will also have the same limitations -- through trucks
over three tons will not be able to use Valley Avenue extension.
Commissioner Doherty inquired about the weight for deliveries
to the stores at the Amador Valley Shopping Center for Safeway
and others. Mr. Warnick responded that they would be greater than
40,000#. Commissioner Doherty then asked about the fully loaded
gasoline trucks servicing the two service stations in the area,
Mr. Warnick responded that these are also: over 40,000#.
Chairperson Lindsey then asked about an agreement with Kaiser
and use of E1 Charro Road, Mr, Swift stated that this is
Kaiser's property and private road, but it is used by the transfer
station during the week through their agreement with Kaiser,
Commissioner Wilson then asked again about the trucks going to the
Safeway Shopping Center and gasoline stations and whether those
deliveries are as frequent as those to the Valley Business Park
would be. Mr. Harris indicated there would be about 440 trips
including the 224 trucks currently going onto Valley Avenue which
would mean a total of about 216 trucks generated by the business
park and the applicants have indicated approximately 18 would be
over 6,000# instead of 40,000#.
Commissioner Jamieson asked if we are strictly looking at trucks
making deliveries or trucks housed in one of the buildings.
Mr. Harris said both -- total trucks generated by the park.
The public hearing was opened.
