David Martin, CPS & Associates, presented the application. <br />He gave information concerning the background of the business <br />park and stated they had purchased it about two years ago. <br />He indicated that the park is consistent with the General Plan <br />of the City and that their long-range master plan would sub- <br />stantially upgrade the vicinity from what it is now and that <br />Valley Avenue is no longer just "the way to the garbage dump," <br />They have invested $12,000,000 into the park. They are looking <br />forward to Valley Avenue being extended. He indicated that <br />the bond counsel has stated their property can support an <br />additional $600,000 indebtedness which can be used as their <br />share of an assessment district for this extension. Mr. Martin <br />said that they will be going before the City Council on the 22nd <br />of February to ask for acceptance of a plan line for Valley Avenue <br />extension, An analysis of Pico to Bernal Avenue has been made <br />and he feels this will reduce the traffic impacts. He then <br />addressed the heights of the structures on the west side of the <br />development and the 30' landscape buffer. He said they have <br />listened to the concerns of the neighbors but are asking for <br />the panel height of the structures to be increased and that <br />they are proposing to screen the residences on the western <br />property line, He presented pictures for the benefit of the <br />Commission and audience. <br />Concerning truck/tractor vehicles, Mr. Martin indicated he has <br />checked with several sources all who have different difinitions <br />of two axle vehicles and stated his proposed tenants have the <br />need for larger trucks and asked that the restriction be redefined. <br />He indicated their proposed restriction was aimed at eliminating <br />diesel trucks because of acoustics. He further addressed the <br />Hacienda EIR and the traffic studies done for that park with <br />respect to truck traffic affecting the Fairlands area and <br />indicated that their evidence is now that the truck traffic <br />will be less than that projected in the traffic studies. He <br />stated that Mr. Pack and Pete Ruggeri are in the audience and <br />they would be happy to address the technicalities of the proposal. <br />Discussion then ensued between Commissioner Doherty and Mr. Martin <br />concerning Valley Avenue extension, negotiations with the railroad, <br />PUC, et al. <br />Pete Ruggeri of Bissell & Karn, engineers for the project, addressed <br />the Valley Avenue extension situation. He stated that they have <br />contacted other property owners in the area to solicit their help <br />in putting together an assessment district. He said that several <br />have indicated their willingness to participate. <br />Commissioner Wilson asked about the total cost of the extension. <br />Mr, Ruggeri said it would be about 3.2 million dollars depending <br />on the improvements. Commissioner Wilson indicated that realis- <br />tically he didn't see how the assessment district would fly with <br />the developer only being able to put up $600,000. <br />
