P/C <br />Page 9 <br />2/23/83 <br />rural atmosphere could be better maintained with rolled curbs and she spoke in total <br />favor of them. <br />Commissioner Jamieson said he has never seen erosion problems in the East where it <br />rains more than it does here with rolled curbs. <br />The public hearing was opened. <br />R. A. "Bud" Martin, 2751 Crellin Road, represented his proposal. He displayed <br />a site plan for the benefit of the Planning Commission"and audience. He stated <br />that the plan was predicated on the topography of the area and they tried to <br />maintain a good balance of grading. He said there will only be about 25,000 C.Y. <br />of dirt proposed to be moved on this lot. He also presented a grading contour <br />plan. He said there will be a requirement fora pump station for sewage and <br />will cost approximately $2.10 a dwelling unit per month. He stated that the <br />Negative Declaration states that the entire elevation is beyond 550' <br />elevation when in fact there are only five lots done this way -- not the entire <br />area. Concerning Condition No. 10 of the Negative Declaration he indicated the <br />cut and fill is shown on the plans. He said the entire plan is designed to minimize <br />cut and fill in keeping with the rural atmosphere. He addressed slope classification. <br />He indicated that Roger Coup, engineer for Creegan and D'Angelo is here to answer <br />any technical questions posed. <br />Commissioner Doherty said Lots 1-10 are nice large lots going up to 1.2 acres <br />in size. He said he would like to see the pads more staggered for the rural <br />setting. Mr. Coup responded that the pads are possible lot locations as shown on <br />the plans and that the houses could very easily be staggered. He said they have <br />tried to pick the most logical area for homes. Mr. Martin referred to Lot No. 13 <br />where there is a 'small' pad consisting of about 550 sq. ft., and that Lot. No. <br />23 has 15,000 sq. ft. which are large for normal houses so didn`t think staggering <br />the homes would be a problem as there is plenty of room to do just that. Mr. Martin <br />further conceded that while engineering may like to have vertical curbs and <br />gutters for health and safety reasons rolled curbs would be more aesthetically <br />pleasing and in keeping with the area. He said that during the tentative map <br />stage they could probably justify the rolled curbs and that they could probably <br />do something at this point to alleviate runoff. He stated that Mr. Harris <br />covered the rest of the conditions of the report just fine. <br />The public hearing was closed. <br />Commissioner Jamieson asked if septic tanks would be used. Mr. Harris stated that <br />this project should get into the sewage system. Mr. Warnick explained that it is <br />a general requirement when you are within 250' of a connection. Mr. Martin <br />agreed he would like his project to be included in the sewer system. <br />A motion was made by Commissioner Getty, seconded by Commissioner Jamieson that <br />the Mitigated Negative Declaration prepared for case PUD-8216 be recommended <br />for approval inasmuch as conditions imposed in project approval would reduce <br />any potentially significant adverse. effects to an insignificant level. <br />ROLL CALL VOTE <br />AYES: Commissioners Doherty, Getty, Jamieson, Arrigoni and <br />Chairperson Lindsey <br />NOES: None <br />-9- <br />
