That the developer install an asphalt sidewalk on the north side of <br />Valley Avenue from the west property line of the development west to <br />the Valley-Greenwood intersection to afford safe pedestrian access <br />to Harvest Park School and to direct pedestrian traffic to controlled <br />crossing points at Greenwood or Santa Rita to avoid mid-block crossings. <br />68. That except as modified by this development plan, site development <br />standards and uses for the site shall be those of the RM-2500 District. <br />69. That the portion of the western fence adjacent to the one way exit <br />drive onto Valley Avenue shall be solid masonry in construction. <br />Commissioner Doherty said he would be happy to second the motion but he wants <br />concrete sidewalks. Commissioner Jamieson concurred with this. Commissioner <br />Getty then amended her motion to show Condition No. 63 as having concrete sidewalks <br />and not asphalt as previously motioned. The amended motion was then seconded by <br />Commissioner Doherty. <br />ROLL CALL DOTE <br />AYES: Commissioners Doherty, Getty, Jamieson, Arrigoni and <br />Chairperson Lindsey <br />NOES: None <br />ABSENT: Commissioner Wilson <br />ABSTAIN: None <br />Resolution No. 2272 was then entered and adopted recommending approval of case <br />PUD-83-1 as motioned. <br />PUD-82-16, Ralph Martin et al <br />Application of Ralph Martin et al for development plan approval for-the development <br />of 39 parcels for single-family residential use on an approximately 42 acre parcel <br />located on the north side of the eastern terminus of Crellin Road. Zoning for <br />the property is PUD (Planned Unit Development)-Low Density Residential District. <br />A Negative Declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval of this project. <br />He indicated he would like Condition No. 7 changed because as of this time <br />there would not be any commonly owned facilities; Condition No. 20 should be <br />deleted, Condition No. 34 modified and Condition No. 48 amended. <br />Commissioner Jamieson asked about the second paragraph of the staff report <br />relating to rolled curbs and Condition No. 49 relating to vertical curbs and gutters. <br />Mr. Harris indicated that the staff has requested vertical curbing because of <br />maintenance and drainage problems. Commissioner Jamieson asked what the drainage <br />problems are. Mr. Warnick said they have requested vertical curbs in all except <br />one project since he has been with the City. He said there are problems with <br />undercutting with rolled curbs particulary in hilly areas. <br />Commissioner Getty asked if cuts for driveways are included as a condition in <br />this project. Mr. Martin stated that Condition No. 11 is the only reference <br />he sees with this regard. Commissioner Getty asked if these will be custom lots <br />how does one know where the cuts will be. Mr. Warnick explained they will end <br />up being cut out but that the expense of rolled gutters could be considerably <br />greater than the cost of cuts for driveways.
