P/C <br />Page 5 <br />2/23/83 <br />Commissioner Arrigoni asked about the southern most driveway and asked if it would <br />meet with the driveway of Phase 1. Mr. Matteson stated there would be no cross <br />street access between the developments and that the facilities provided for Phase 2 <br />would not be shared with Phase 1. Mr. Matteson stated that they will also be <br />requesting access into the adjacent shopping center for the residents of the <br />proposed development just as they did for the development across the street. <br />Commissioner Arrigoni then asked if there would be a turning pocket eastbound on <br />Valley Avenue. The staff responded there would be. <br />Commissioner Jamieson asked how many years the rental units would have to stay <br />for rent. Mr. Matteson indicated that Condition No. 31 provides that they stay <br />as rental units for at least 7 years. Commissioner Jamieson then asked Mr. Matteson <br />if he could be guaranteed that the building set aside for seniors which abuts the <br />residentials units where a person works nights and sleeps days would be restricted <br />totally to senior citizens. Mr. Matteson said that they would do everything <br />possible to mitigate this problem but that it is conceivable that persons other than <br />seniors could be in this building. Mr. Matteson again explained the setbacks, <br />buffer zones, etc. of the project. <br />John Ferreri, 865 Abbie St., spoke to the project and stated that it is entirely <br />possible depending on the circumstances that he would again request a waiver of <br />park dedication fees. He stated that the project across the street cost them over <br />$800,000 in City fees. He stated that this project will include tennis courts, <br />pool, spa, BBQ pits, etc. He said this request might be made because of circumstances <br />regarding sewer permits, etc. He indicated that they do not know for sure at this <br />time if they will make such a request, but did want to go on record as this being <br />a possibility. <br />Mr. Warnick stated that this situation would have to be considered by the Park <br />and Recreation Commission, Planning Commission and then go to City Council for <br />a decision. <br />Commissioner Getty asked Mr. Ferreri if the project has sewer permits. Mr. Ferreri <br />stated, "not at this time." <br />Mr. Ferreri addressed Condition No. 63 concerning sidewalks down galley Avenue to <br />Greenwood. He requested to have the sidewalks be constructed of an all weather <br />surface bordered with 2'x4's with asphalt vs. concrete. Mr. Warnick stated that <br />the City prefers concrete because of the difference in maintenance costs. <br />Mr. Ferreri brought extra copies of the site plans should any member of the audience <br />like to review one.. He explained the changes they have made between their first <br />submittal and the currently proposed plan and reiterated the changes implemented as <br />a result of discussion with the sourrounding property owners. He then discussed <br />the material proposed to be used for the fence, i.e, center post will be concrete. <br />He stated that in view of the fact that Tanager Court did not desire any through <br />traffic, they are creating access onto Santa Rita Road. <br />Commissioner Arrigoni <br />what the construction <br />assuming sewers are a' <br />that they started the <br />one sooner. <br />asked that assuming all approvals were received for the project, <br />commencement date. would be.
