P/C <br />Page 4 <br />2/23/83 <br />Chairperson Lindsey stated that inasmuch as his personal residence backs up to this <br />project, he asked City counsel's advice as to whether or not he should step down <br />and was advised that there is no conflict, therefore, he will participate in the <br />Planning Commission's actions on this application. <br />The public hearing was opened. <br />Duncan Matteson, Menlo Park, introduced John Ferreri and Mogens Mogensen the <br />architect for this project. He indicated that these individuals plus the engineer <br />for the project are available to answer any technical questions posted. Mr. Matteson <br />indicated they have had a number of meetings with surrounding property owners and <br />have tried to mitigate all of their concerns. He stated that the neighbors did <br />come up with some legitimate requests and as far as he knows they have been able <br />to eliminate them -- because of concerns of persons working at night and sleeping <br />during the day the building closest to that neighbor would be set aside for senior <br />citizens to discourage excessive noises during this period. <br />Mr. Mogensen, the architect, addressed this project. He indicated the project <br />would be very similar to their project directly across the street in architecture.. <br />He also stated that at the northeast corner a provision for 40' easement is being <br />negotiated which would give access to and from Santa Rita Road. He said they have <br />structured the project so that there would be the shortest walking distance possible <br />between their project. Mr. Mogensen explained the setbacks of the entire project <br />and its relationship to the single-family units, commercial property and Valley <br />Avenue and other development of the area. <br />He reviewed the open space and landscaping to be provided. He then went to the color <br />rendering of the plan presented and stated it is their intention to have a six foot <br />stucco wall to run the entire length of the. street frontage which may mitigate <br />concerns on the other site. He further indicated that after deducting the parking <br />spaces, etc., there would still be about 50% open space provided with tennis <br />courts and a pool area. He said there would be about 30-35% green area, the recreation <br />building would be about 2,000 sq. ft., the units would have airconditioning, <br />appliances and other amenities. .Concerning trees, he indicated they will be able <br />to save 16 out of 20. <br />Commissioner Getty asked Mr. Mogensen how he feels about Condition No. 1 of the <br />staff report. He stated they agree with Condition No. 1 as it would improve the <br />project. <br />Robert Faulk, Brian-Kangas, Faulk, Engineering, addressed the project. He stated <br />that the 10 townhouses shown will be townhomes and not condominiums as there <br />would be fee title. ownership for each of these units. <br />Duncan Matteson again addressed trees in the development. He indicated that <br />lost trees will be replaced with 36" box trees. He indicated also that they <br />believe they will do a good job screening the project from view. Regarding <br />fencing, Mr. Matteson indicated it is their intention to use redwood posts for <br />fencing and all anchor posts will be made out of concrete or concrete with <br />brick facing. <br />-4- <br />
