PLANNING COMMISSION <br />3/23/83 <br />Page 7 <br />A motion was made by Commissioner Wilson, seconded by Commissioner <br />Doherty that the negative declaration prepared for case RZ-83-2 <br />be recommended for approval inasmuch as the zoning proposed for <br />the property would have an insignificant adverse effect on the <br />environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Arrigoni, Doherty, Jamieson, Wilson <br />and Chairperson Lindsey <br />NOES: None <br />ABSENT: Commissioner Getty <br />ABSTAIN: None <br />Resolution No. 2286 was entered and adopted recommending approval <br />of the Negative Declaration as proposed. <br />Commissioner Arrigoni spoke to 12 and 17 foot setbacks, stating <br />there is a big difference in these. Mr. Swift stated that all <br />this means is that the Design Review Board may allow construction <br />up to the property line if they so desire. Commissioner Arrigoni <br />then asked if it is the intent of the rezoning to allow a zero <br />lot line. Mr. Swift explained that the property is owned by the <br />City, up for sale and that for anyone to develop it they would <br />probably need about five variances. He indicated that Mr. Gooch <br />made an offer on the property, but the offer was declared invalid <br />because the offer contained stipulations that the City would <br />grant variances for site development. <br />A motion was made by Commissioner Wilson, seconded by Commissioner <br />Doherty that the property described in case RZ-83-2 be recommended <br />for rezoning from the "0" to the "C-C" District. <br />ROLL CALL VOTE <br />AYES: Commissioners Arrigoni, Doherty, Jamieson, Wilson <br />and Chairperson Lindsey <br />NOES: None <br />ABSENT: Commissioner Getty <br />ABSTAIN: None <br />Resolution No. 2287 was entered and adopted recommending approval <br />of the rezoning described in case R~-83-2 as motioned. <br />Cocnnissioner Jamieson announced that in case AP-83-4 he changed <br />his vote from Yes to No. <br />MATTERS FOR COMMISSION'S REVIEW <br />Granny Flats <br />Mr. Harris stated that this matter had been continued at the <br />request of Mrs. Getty because the subject was to have been an <br />
