Ft. parcel of land located at the northeast corner of <br />Peters and Bernal Avenues from the "0" (Office) to the "C-C" <br />(Central Commercial) District. The Planning Commission may <br />recommend any action on this application consistent with the <br />General Plan. A negative declaration of environmental impacts <br />will also be considered. <br />Mr. Harris presented the staff report. <br />Commissioner Doherty indicated that the proposed rezoning <br />appears to make sense. <br />Mr. Harris stated that if someone does make a bid on the City-owned <br />property, any structures proposed would have to come before the <br />Design Review Board. <br />The public hearing was opened. <br />Martin Wolfenberger, the property owner to the east of the <br />property asked about setbacks and in changing the zoning <br />would it allow a developer to build right on the property line. <br />Mr. Harris indicated that this is the case but that they still <br />would have to have the proper amount of parking. <br />Commissioner Doherty asked if it would be proper to show <br />Mr. Wolfenberger a conceptual plan proposed by Mr. Ken Gooch. <br />Mr. Harris indicated that this is not the subject of the <br />rezoning. <br />The conceptual plan was then presented for the Commissioners <br />and Mr. Wolfenberger. Mr. Wolfenberger said he had no problem <br />with Mr. Hirst's two story structure to the east of him but <br />that was because he had space open on the left and did not <br />want to see a two-story structure proposed whereby individuals <br />could look into his bedroom. Mr. Gooch indicated there <br />would be no windows on this side of the building if constructed <br />as he proposed to do so if he purchased the property. <br />The public hearing was closed. <br />Commissioner Doherty suggested that Messrs. Gooch and Wolfenberger <br />get together and discuss their mutual concerns concerning the <br />property. <br />
