PLANNING COMb1ISSI0N <br />Page 9 <br />4/13/83 <br />Mr. Pinolet was concerned with the resolution of the fencing <br />issue and as to the type of construction it would have. He <br />stated currently homes have an open view from the rearyard. He <br />stated he has concerns with eliminating the openess of the area <br />and growing plantlife. He stated that there are problems now <br />in growing things where the fencing is solid. He said the <br />30' buffer zone, landscaping and maintenance was done primarily <br />for their protection. He addressed the height of the proposed <br />buildings and that this was discussed and action taken at the <br />time the business park was approved to protect the residences <br />along Kolln Street. He spoke in opposition of large trucks in <br />the business park. <br />Chairperson Lindsey asked Mr. Pinolet about security in the area <br />between the property lines of the homes and a fence if it should <br />be constructed on the east side of the bermed area as it would <br />create a 'no man's land.' Mr. Pinolet didn't feel there would <br />be a problem. <br />George Jensen, 1137 Kolln Street, spoke in opposition. to the <br />proposal. He excerpted statements from the EIR originally done <br />for the proposal when it was that of John Caroline. He read <br />from minutes of the Planning Commission meeting approving Valley <br />Business Park. Mr. Jensen did not want the heights of the <br />buildings to be increased, large trucks allowed and the berming <br />which was approved by City Council, done primarily at the request <br />of the homeowners, to be changed. He had specific concerns with <br />noise being generated by large trucks. He further said the heights <br />of the buildings were restricted on the west side of the business <br />park for the protection of the residences which border the park. <br />Mr. Jensen elaborated each point. <br />Mr. Jensen indicated he had talked to Brian Swift of the City <br />Attorney's office about bonding and assessment districts for the <br />project. He suggested also that D4r. Saltar do an acoustical analysis <br />for the west side of the business park for the neighbors on the <br />east side of Kolln Street paid for by Valley Business Park. He <br />was not satisfied by the study done by Mr. Pack. <br />.Mr. Swift reviewed his conversation with Mr. Jensen. He stated <br />he told Mr. Jensen he would attempt to talk to Mr. Brunsell, but <br />was not able to make contact with them. Mr. Swift stated that <br />industrial development bonds are something he knows absolutely <br />nothing about. He stated that, after talking to Mr. Warnick, the <br />ability to finance the soundwall on private property would probe <br />ably not be possible with an assessment district. <br />
