PLANNING COMMISSION <br />Page 8 <br />4/13/83 <br />Kenneth Best, 235 Old Royal Oaks Avenue, Alamo, owner of 25 acres <br />adjoining the Pleasanton Business Park property, spoke in favor of <br />the application. He said he favors an assessment district. <br />John Innes, 1586 Foothill Road, applauded the developers for their <br />presentation, especially with regard to the presentation on noise <br />studies. Mr. Innes spoke to concerns about Santa Rita Road and <br />with truck traffic being experienced and under the best conditions <br />as pointed out by the acoustical consultant, it is going to be <br />noisy. His concern is with the request of the developer to be <br />released from the obligation on the assessment district on E1 Charro <br />Road. He asked if it is possible to incorporate the extension of <br />Valley Avenue to Stanley Blvd. in the E1 Charro Road assessment <br />district. He indicated that this is the proposed circulation pattern <br />as stated in the General Plan. <br />Commissioner Wilson stated they are not removed from their responsi- <br />bility of participating in the E1 Charro assessment district unless <br />they participate in the Valley Avenue extension. He thought it would <br />be unfair to ask the developers to participate in both. assessment <br />districts. <br />Judy Johnson, 3670 Chillingham, reiterated her request for an <br />acoustical engineer to address their concerns for noise. She said <br />this has now been done. She said from his report one can see <br />that noise impacts on Santa Rita Road are far from ideal, particularly <br />for those persons in the area owning two-story homes. She said <br />she now hopes that an alternative agreement between the homeowners <br />and developer can be reached, hopefully for an alternative truck <br />route. She commended Mr. Saltar, Mr. Callahan and Mr. Martin for <br />their efforts and cooperation. <br />Charles Pinolet, 987 Kolln Street, spoke in opposition to the <br />proposal. He stated he was confused with the alternate fence <br />proposal made by Mr. Martin for the Kolln Street. He said this <br />alternate was not addressed in the staff report or public notice, <br />therefore, assumes the staff has not had time to review the alternate. <br />Mr. Harris indicated this matter was brought to his attention late <br />in the afternoon by Mr. Martin. He said this was a result of recent <br />conversations with some of the homeowners_in the area and they <br />asked that the originally 10' high screening wall would be made <br />an acoustical fence and they would have difficulty meeting the <br />cost of that and so they would offer this alternative. r2r. Harris <br />stated he told the applicant to go ahead and discuss it at the <br />Planning Commission meeting. <br />
