PLANNING COMD4ISSION 4/13/83 <br />Page 10 <br />Duane Fitch, 951 Kolln Street, spoke in opposition to this <br />proposal. He stated he would hate to see the buffer zone behind <br />the residences on the east side of Kolln Street disappear. He <br />indicated the top of his fence measures 6' and the building that <br />is already constructed as shown on the plan on the wall is actually <br />in the line of sight above his fence line. He said if another <br />building is placed about 100' away with a 6' fence, something is out <br />of wack. His preference is to keep the berm and build the 10' <br />wall on the far side of the berm. <br />Commissioner Jamieson reviewed the cost of the 10' acoustical <br />fence ($300,000) vs. the fencing proposed ($70,000). <br />Chairperson Lindsey then asked Mr. Fitch if he is generally in <br />support of the application as presented if the 10' wall was 27'+ <br />set back from his residence. D4r. Fitch stated this is correct <br />if the 10' wall is sound resistant. <br />Chairperson Lindsey then asked if Mr. Fitch has a concern with <br />security or safety if the fence were to be moved as requested. <br />Mr. Fitch said he has none whatsoever as he has never been bothered <br />in the 18 years he has lived there. <br />Commissioner Doherty indicated he would like to go into some <br />discussion on the Kolln Street properties. <br />Mary McLaughlin, 4138 School Street, represented Hacienda Business <br />Park Owners Association. She addressed the Santa Rita Road <br />soundwall. She indicated she was reluctant to speak about it until <br />the Valley Business Park business is completed because she didn't <br />want any confusion between the discussion on the walls, but would <br />be happy to address the matter now. Chairperson Lindsey indicated <br />this matter would be addressed at another time. <br />Commissioner Doherty reviewed the Caroline application as originally <br />submitted, even with housing on the property to which the neighbors <br />objected. Concerning the proposed wall, Commissioner Doherty felt <br />it should probably be put in on the eastern side of the berm. He <br />recognized that it could create a 'no man's land' if in fact the <br />people leave up their fences. He felt the consensus seems to be <br />a soundwall is necessary. He also felt that the wall would have to <br />go from 6' to 10' even if it is a little expensive to keep everyone <br />happy. He further indicated he would have no problem having breaks <br />in it for security and other reasons. <br />Commissioner Getty did not believe one could have an effective <br />sound wall with breaks in it. She disagreed with Commissioner Doherty <br />and believes the berming and landscaping was to allow for greater <br />setback from the backyards to the commercial buildings. She felt <br />a 6' soundwall should be placed on the property line. Chairperson <br />Wilson agreed with Commissioner Getty stating perhaps it should be <br />a foot off of the property line if that solves the problem of an <br />assessment district. <br />
