PLANNING COMD~ISSION <br />Page 7 <br />4/13/83 <br />Commissioner Wilson stated he doesn't have much confidence the <br />assessment district is going to go and he never has. <br />Mr. Harris confirmed that the developer would have to adhere to <br />the conditions until such time as the assessment district is formed. <br />Mr. Martin reconfirmed this statement. <br />Mr. Martin introduced Mr. Gates to address the sunscreening issue, <br />and Mr. Saltar to address the truck issue. <br />Dave Gates, 1855 Castlehill Road, Walnut Creek, presented diagrams <br />which had been previously posted on the walls. He reviewed their <br />proposal. He addressed lighting throughout the year to allow <br />the residents to plant gardens if the wall is constructed as <br />proposed. <br />Charles Saltar, 350 Pacific Avenue, San Francisco, addressed the <br />Commission on their acoustical analysis of trucks on Santa Rita <br />Road. He reiterated the concerns of the Pleasanton Meadows homeowners. <br />He indicated that when they heard about a proposed 40,000# limit <br />they were concerned that this would exacerbate an already bad <br />condition. He indicated that rather than go into literature to <br />describe decibels, they went into the backyard of the homes and <br />video taped the results of the noise as it currently exists. He <br />indicated that the audio was actually calibrated from the middle <br />of the backyard at 3670 Chillingham Court. He then presented the <br />audio-visual taped results of the noise study done for the Commission <br />and audience to review. Mr. Saltar concluded that after presenting <br />this information to the neighbors and developers of the Hacienda <br />Business Park and Valley Business Park, there is a mutual agreement <br />to work together to continue to reduce noise on Santa Rita Road <br />because as stated earlier it is not a very comfortable environment. <br />Commissioner Doherty indicated it appears from the Audio-Visual <br />presentation, with the soundwall constructed, with the exception <br />of big vehicles, the level was 55db or below. <br />Commissioner Wilson asked if the Santa Rita Road soundwall is paid <br />for out of the other assessment district. Mr. Martin indicated the <br />Santa Rita Road soundwalls will be paid out of the North Pleasanton <br />Assessment District. He further stated he would like the height to <br />be increased from 9 to 10 feet. Mr. Martin stated this is really a <br />separate issue and was only brought into this matter because of the <br />concerns of the neighbors in Pleasanton Meadows. He desired to <br />address their concerns, but that the mitigation for their concerns <br />is really addressed under the Hacienda Business Park. <br />Barbara Rush, 3573 Dickens Court, submitted a letter concerning <br />the 40,000# truck limit. Commissioner Getty asked if the letter <br />represented the homeowners in the Meadows. Ms. Rush said it <br />represented homeowners on Santa Rita Road in Pleasanton Meadows. <br />
