PLANNING COMMISSION <br />Page 6 <br />4/13/83 <br />Mr. Martin then introduced Mr. David Gates, Landscape Architect, <br />former professor of landscape architecture at the University of <br />California Berkeley. He addressed the issues of sunscreening for <br />the adjacent properties. <br />Commissioner Wilson again asked who the property owners are who <br />would participate in the assessment district. Mr.'Martin <br />indicated that Joe Callahan, his partner could better answer <br />the question. <br />Joe Callahan, Callahan-Pentz Properties, addressed the Commission. <br />He indicated that the assessment district does not envision <br />Kaiser as a participant. He indicated that it does envision the <br />developable property immediately to the west of the existing <br />Southern Pacific Railroad line to the south of their property <br />along Stanley Boulevard participating and, if it can be formed, <br />would be aimed at not only the completion of Valley Avenue to <br />Stanley Boulevard but Pico Avenue across Stanley Boulevard and the <br />Arroyo del Valle. <br />Commissioner Wilson expressed concern with the possibility of <br />the assessment district even coming about. He asked the total <br />acres involved, enthusiasm of the other property owners, and the <br />cost per acre. He indicated that he has a feeling that the other <br />property owners in the area do not care about this assessment <br />district. <br />Mr. Callahan indicated they have not approached the other property <br />owners yet for several reasons. He said they are attempting to <br />get the Southern Pacific and Western Pacific Railroad to cooperate <br />in a grade crossing from Valley Avenue to Stanley Boulevard. <br />Mr. Callahan indicated concerns have been expressed about the <br />engineering of this proposal as well as drainage and other matters. <br />Mr. Wilson then asked about the soundwalls and who is going to pay <br />for them. Mr. Callahan indicated they have already notified City <br />staff that they will construct the soundwalls whether there is an <br />assessment district or not and requested that they be allowed to <br />enter into a reimbursement agreement with the City so that if the <br />district was formed at a latter date, they would be reimbursed. <br />Commissioner Wilson asked if they have actually entered into a <br />written agreement with the City for an assessment district for the <br />improvement of E1 Charro Road. Mr. Callahan stated they have and <br />this is a condition of their parcel map. Commissioner Wilson <br />indicated that the old Condition No. 9 would then go out the window. <br />Mr. Callahan said it wouldn't unless a Valley Avenue assessment <br />district is formed. Commissioner Wilson then asked if there is <br />a possibility that the assessment district for El Charro would <br />exceed the $600,000. <br />
