PLANNING COMMISSION <br />Page 13 <br />4/13/83 <br />property lines range from 14', 57' and in one location 110' from the curb. <br />The impact of the wall visually and physically would be considerably <br />less if it follows the existing property lines, He <br />stated it is his understanding the proposed location comes about <br />as a result of the property owners not wanting a sidewalk on the <br />east side of Santa Rita Road resulting in trash and debris coming <br />into their yards. He asked Mr. Saltar to address the acoustical <br />effect of the soundwall 10' from curb along the property lines <br />as opposed to 14' from the curb. Mr. Harris indicated that the <br />soundwall matter will go before the City Council for approval but <br />that the Planning Commission has a right to make a recommendation <br />to them if they so desire. <br />Chairperson Lindsey asked if the Planning Commission could also <br />make a recommendation to the City Council with regard to speed <br />limits on Santa Rita Road. Mr. Harris stated they could. <br />Mr. Callahan explained the differential of the curbing in the <br />area to the southwesterly end of the wall to the northeasterly <br />end 10' below the curb which results in a wall 2-10' higher than <br />the wall proposed. Mr. Callahan indicated there is a radical slope <br />downward from the top of curb on the south side of Santa Rita Road. <br />He said it starts from 2' at the southeastern corner and goes to <br />10' to the northeastern corner. He said this is one of the reasons <br />for putting the wall on the curbing, i.e., significant acoustical <br />benefits which Mr. Saltar will present. <br />Mr. Harris asked if there would be any benefit to the wall at all <br />if it were 10' and at the property lines. Mr. Saltar said <br />it would lose acoustical effectiveness. <br />Mr. Warnick indicated it is his understanding that most of the <br />people agree and will cooperate. He indicated further that Mary <br />McLaughlin has talked to all of them on several occasions and that <br />they d~ want the property between the wall and their rear property <br />lines, <br />Mary McLaughlin, 4138 School Street, representing Hacienda Business <br />Park Owners Association addressed the Commission. She reviewed the <br />results of several of her meetings with the residents of the area. <br />She said there was about a 50o turnout at the meetings. She <br />indicated letters were then sent to the homeowners indicating the <br />results of those meetings. She stated that a question came up as <br />to whether or not it would cause a revaluation of the properties. <br />She stated she called the Assessor's Office and was told it would <br />not automatically open the properties up for revaluation. <br />Gary Mello, Bissell & Karn, 5120 Stoneridge Mall Road, addressed <br />the existing storm drain line. He went to the diagrams on the wall <br />and explained its location. <br />Commissioner Doherty stated that this is going to be one of the <br />main entrances to town. He suggested that people look at other areas <br />to determine if this is really want they want. <br />
