PLANNING COMMISSION <br />Page 11 <br />4/13/83 <br />Commissioner Jamieson agreed with the statements of Commissioners <br />Getty and Wilson and supported the soundwall on the property line. <br />He indicated the type of construction of the soundwall can be <br />worked out at a later date. He asked when the soundwall would be <br />built. Mr. Harris stated that the Commission could condition it <br />any way they wished. <br />Commissioner Jamieson felt that the soundwall on Kolln Street should <br />be built as quickly as possible. <br />Commissioner Wilson had a question as to whether it should be 6', <br />10' or some other height and wondered whether or not one of the <br />acoustical people present could address the issue. <br />Commissioner Getty indicated that Mr. Gates study was a 6' wall. <br />Mr. Martin indicated that Mr. Ed Pack is the consultant who did <br />the work on the Kolln Street matter as well as the analysis on <br />Valley Avenue. He stated there has not been a full-blown acoustical <br />analysis for Kolln Street because according to Mr. Pack's calculations <br />the noise level would not exceed the City's standards. He said <br />Mr. Pack did write a letter which he has in his files that it is <br />the opinion of Mr. Pack that the acoustical level was in the mid 50db <br />at build out and that a 6' fence would be effectively higher because <br />of the grade and would decrease the db level by 6db. <br />Mr. Martin stated that the concrete 6' soundwall would cost a <br />substantial amount and using standard panel would cost about $23/foot. <br />As the wall gets higher, it gets increasingly higher and a 10' wall <br />would be about $50/foot. He said a 10' wall chainlink, with slats <br />would cost $24/foot. He said the problem with a 10' wall built <br />solid is with regard to wind loading. He said that structural system <br />would dramatically increase the cost. <br />Commissioner Wilson then asked Mr. Martin to show on the diagrams <br />the exact location of the soundwalls. Mr. Martin reviewed the <br />locations. <br />Chairperson Lindsey had concerns with putting any type of fence 27' <br />from the property line of the residences on Kolln Street because <br />of security and other reasons. <br />The public hearing was closed. <br />A motion was made by Commissioner Getty, seconded by Commissioner <br />Jamieson that the mitigated negative declaration prepared for the <br />modification to case PUD-79-13 be recommended for approval inasmuch <br />as conditions imposed in project approval would reduce any significant <br />impacts to an insignificant level. <br />
