PLANrdING COP~Il~IISSION <br />5/25/83 <br />Page 3 <br />regard to capacity. <br />Commissioner Doherty asked if the 130,000 gallons of uncommitted <br />capacity available were issued to residential projects, how many <br />houses could be built and Mr. Walker responded about 600 units. <br />Commissioner Wilson indicated that the City Council should reserve <br />capacity in the 130,000 gallons for residential, commercial and <br />industrial uses so everyone would have something to look to. <br />Because of the protiosed buildout of residences through 1986, it <br />appears that the industrial/commercial developments will be the <br />only ones with access to the current available sewer permits. <br />Commissioner Wilson wanted to know why projects keep being <br />approved when they cannot build because of the lack of sewer <br />capacity? <br />Mr. Walker indicated there are engineering studies being done <br />to allow us to dip into the reserve and that there are some <br />short range and long range solutions to the sewer problem. One <br />of the solutions is to retrofit houses with water saving devices, <br />which could provide 200,000 gallons. This program could easily <br />be paid for by the sewer fees. Also there is some loss through <br />infiltration and an active program to plug the leaks could give <br />rsome more capacity. <br />He indicated the real problemm is export, not treatment, and that <br />solutions to the capacity problem were being sought. Zone 7 is <br />looking at an export to the west in the EBDA line. LAVW?`ZA is <br />evaluating various alternatives and by June or July could embark <br />on a program which would provide additional export capacity. <br />Commissioner Wilson pointed out that this lack of sewer could <br />be a great financial problem to a lot of people since assessment <br />districts have been formed and bonds sold, and if no sewer is <br />available to build, they could be in dire financial straits. <br />Chairman Jamieson thanked Mr. Walker for his presentation. He <br />asked Commissioner Wilson if the Commission should recommend <br />to the City Council that it set aside capacity to be allocated <br />equally between housing and industrial/commercial projects. <br />Commissioner Wilson. said that could be covered in the joint <br />meeting with the Council. Chairman Jamieson asked Mr. Walker <br />to set up a joint meeting between the Planning Commission and <br />the City Council within the next 30 days. Commissioner Doherty <br />requested that graphs and charts be prepared showing clearly the <br />sewer capacity situation to be ready for the joint meeting. <br />Initiate General Plan Amendment <br />Mr. Harris indicated that as a result of a recent court decision <br />it was prudent to initiate a General Plan amendment to the Land <br />
