PLANNING COMMISSION <br />5/25/$3 <br />Page 2 <br />Commissioner Wilson commented on the fact that the condominiums <br />proposed on Santa Rita Road had been voted down 3-2 by the Council. <br />He was concerned that the Housing Element of the General Plan, <br />which requires. 25% multiple housing, and which the staff has spent <br />several months on drafting, doesn't seem to mean anything. If <br />approval of only single family units continues, in a few more <br />years, the only thing we will be able to build will be multiple <br />units. <br />Mr. Harris indicated that we can amend the Housing Element if <br />desired and Commissioner k'ilson indicated that maybe we ought to. <br />If an inventory were taken of current housing, he felt that <br />multiple units would be far behind. <br />Mr. Swift indicated that in 1978-79 we had 80% single-family <br />and 20% multiple family units. Since then through P.AP and the <br />first year of the Growth Management Program, the City was approving <br />a ratio of 35% multiples, which will gradually approach the 25% <br />requirement of multiples in the Housing Element. <br />Commissioner Wilson indicated he would like to have the staff <br />update their listings of how many single-family and multiple- <br />family units there are, both built and approved. <br />Commissioner Wilson also expressed his concern about the sewer <br />capacity. He indicated that all residential use has been allocated <br />through 1986, so that anything approved now cannot be built until <br />1987. He was concerned that the remaining sewer capacity will be <br />issued to industrial/commercial develon_ments and there will be <br />nothing left for residential use. One of the problems of the <br />residential limit is the benchmark requirement and he inquired <br />if we could change the benchmark for 1986. <br />Chairman Jamieson inquired about the resi~?ent at the railroad <br />station. Mr. Harris indicated this was a guard who had been <br />retained to live there to prevent vandalism. <br />Chairman Jamieson brought up the idea of having a joint meeting <br />with the City Council to discuss the benchmarks and why we are <br />approving projects that can't be built until 1987. He suggested <br />that a representative of the Human Services Commission be present <br />since housing will be discussed. Mr. Harris suggested that <br />before a decision was made on this subject that the Commission <br />hear Mr. Walker's presentation on the sewer capacity issue. <br />Dral Presentation on Sewer Capacity by City Manager <br />James R.
