MINUTES <br />PLANNING COMMISSION <br />June 8, 1983 <br />OLD BUSINESS - Public Hearings <br />PUD-83-9, Barnett-Range/Shelter Capital and Sid Corrie <br />Application of Barnett-Range/Shelter Capital and Sid Corrie for PUD <br />(Planned Unit Development)-High Density Residential zoning and development <br />plan approval of a 240 unit garden apartment project on an approximately <br />11 acre site located immediately south of the Arroyo P~ocho, approximately <br />1500 feet east of the intersection of Santa Rita Road and the Arroyo <br />P~locho Canal. Zoning for the property is "A" (Agricultural) District. <br />A negative declaration of environmental impacts was also considered. <br />Mr. Harris presented the staff report recommending approval. He <br />discussed the possibility of parking becoming a problem in the future <br />because it is not being provided on a two for one basis. <br />Commissioner Lindsey asked staff to describe the development in the area <br />of this project. Mr. Harris complied. Commissioner Jamieson then asked <br />about the zoning on surrounding property and this was also discussed. <br />Commissioner Wilson discussed the number of units per acre on various <br />other high density residential developments throughout Pleasanton indicating <br />he,would like to have a list of all such units. Commissioner Lindsey supported <br />this request. <br />The public hearing was opened. <br />Joe Simmons, Shelter Capital Corporation, Palo .Alto, gave detailed background <br />about the applicants in this proposal. He indicated they are willing to <br />mitigate any adverse conditions relating to noise, etc. that they can. <br />He stated that the distance across the canal would help mitigate any noise <br />concerns. He explained that the units will consist of stacked flats and <br />townhouses and gave an explanation as to what these units are. Relating <br />to density, Mr. Simmons cited various projects throughout the City and <br />their density relative to this project. The project would be managed by <br />the owners. He indicated they are asking for apartment approval but in <br />fact if they do convert in the future, they would certainly meet the <br />parking criteria (2 for 1). He explained why apartments were not built <br />for several years -- economy (_interest rates). <br />Commissioner Doherty stated that because of the density of the project, the <br />applicant has furnished a liberal amount of landscaping which has cut down <br />on the parking and asked what will happen 10 years down the road, when <br />in order to convert to condominiums m ore parking will be required. <br />Mr. Simmons stated they would consider the purchase of additional land and <br />Commi sinner Doherty pointed out that it is very possible additional land <br />will not be available. <br />Commissioner Doherty further asked Mr. Simmons where he expected to obtain <br />the sewage capacity to construct 240 units.
