MINUTES <br />PLANNING COMMISSION <br />JULY 13, 1983 <br />Page 9 <br />Doyle Heaton, 2291 Via De Mercados, Concord, presented a <br />ite plan showing their proposal. He indicated his architects <br />are working on their final development proposal at this time. <br />His shopping center has been open 3 1/2 years now and they still <br />have vacancies and the residential has been built out. They <br />do not believe there is sufficient traffic to generate the <br />use of a 35,000 sq. ft. commercial area. He stated that the <br />Breilh property was changed from commercial to residential <br />also because the area could not support commercial use. <br />Mr. Heaton then presented the color rendering explaining the <br />overall concept of their plan; apartment type flats over shopping <br />center in one of the buildings. <br />Commissioner Doherty then asked if a project similar to this <br />has ever been approved by the City. Mr. Harris indicated <br />that a mixed use project on Railroad Ave. was approved but never built. <br />Commissioner Doherty asked Mr. Heaton if he has met with the <br />Vintage Hills Homeowners Assocation. Mr. Heaton indicated that <br />they will be doing this in about two-three weeks. He was in <br />a hurry to get his general plan amendment application on file <br />because the City Council changed their date for considering <br />them. He said this forced him to come in with his application <br />before he was prepared to do so. He indicated that the general <br />plan amendment applications will be reviewed July 26, 1983 <br />instead of August as normally scheduled. <br />Commissioner Lindsey asked about the 108 townhouse development <br />and vacant commercial space in the shopping center. Mr. Heaton <br />stated the units will all be in the framing stage within the <br />next couple of weeks and that he would like to go ahead with <br />his current retail/housing proposal within about 18 months. <br />Mr. Heaton referred to Pleasant Hill and Walnut Creek where <br />developments similar to what he is now proposing were quite <br />successful. <br />Commissioner Lindsey asked staff what would happen if the <br />general plan were changed as requested and then the developer <br />did not get development plan and rezoning approval. Mr. Harris <br />explained that this did happen to another developer on Santa <br />Rita Road and that it is a chance a developer has to take. <br />Commissioner Lindsey felt this is a unique-type of development <br />but would like the input of the neighborhood. <br />Commissioner Wilson pointed out that at this time the Planning <br />Commission is only considering the general plan amendment. <br />He further stated he is very sorry to see Winnie of Chi Hos <br />go. Mr. Heaton felt she was certainly a 'star performer' in <br />the shopping center. Commissioner Wilson then commended her <br />for her contribution to the City Council Chambers, especially <br />in view of the fact that she did so before she. even knew anyone <br />in town. <br />The public hearing was closed. <br />-9- <br />
