MINUTES <br />PLANNING COMMISSION <br />July 27, 1983 <br />Page 6 <br />ROLL CALL VOTE <br />AYES: Commissioners Doherty, Getty, Lindsey, Wilson <br />and Chairman Jamieson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2338 was entered and adopted recommending approval of <br />case RZ-83-5 as motioned. <br />UP-83-22, Pleasanton Joint School District and Deborah. Craig <br />Application of Pleasanton Joint School District and Deborah Craig for approval <br />of a conditional use permit to operate a pre-school daycare facility for up <br />to 65 children at the eastern end of Pleasanton Elementary School (near <br />the intersection of Abbie and Third Streets) at 4750 First Street. <br />Zoning for the property is R-1-65 (.Single-family Residential) District <br />under application for rezoning to the "P" (Public and Institutional) <br />District. <br />Mr. Harris presented the staff report recommending approval. He <br />indicated that the proposed use is conditionally allowed both ur..der the "P" <br />and Residential Districts. <br />Chairman Jamieson asked staff if they felt there is adequate space for <br />children in the buildings. Mr. Harris indicated that the State sets forth <br />requirements and the applicant must meet their standards. <br />Commissioner Getty asked if a crossing guard will be used and asked staff <br />if they foresaw any problems with children crossing the busy street. <br />Mr. Harris stated the older children might walk, but most of the children <br />would be dropped off <br />Deborah Craig, 118 N. Murrieta, Livermore, stated she would be using <br />rooms number 27 and 39 and they do meet the standards set forth by the <br />State of California. She said the school does bus all children so a crossing <br />guard will not be needed. She said the school provides all buses. <br />Chairman Jamieson asked if Ms. Craig has had any experience in daycare. <br />Ms. Craig said she comes from the Ark on Rose Avenue which closed its <br />doors on July 15, 1983. <br />Commissioner Lindsey asked Ms. Craig if she owned the Ark. Ms. Craig <br />stated that she was the assistant director in charge of extended care. <br />She further stated she cannot get her State and County approvals until the <br />City approves her use. Commissioner Lindsey stated that his family has <br />had experience with the Ark and .believe it to be a good institution. <br />Mr. Hagler, School District, spoke supporting the use permit application. <br />He indicated that the District will also be having their own nursery <br />right next door and that they have started to build a driveway and will <br />be pouring asphalt shortly. He indicated their adult educational nursery <br />facility is currently at Camp Parks and will be transferred to the school <br />on First Street. <br />-6- <br />
