MINUTES PLANNING COMMISSION 8/10/83 Page 3 Acting Chairman Wilson asked why a PUD modification and development plan were being considered at the same time. Mr. Harris indicated this is in the interest of saving time and believed that the plans submitted could be modified through conditions. He stated the site plan is fine and this is the majority of any presentation. He stated that the building is a standard one for the applicant and they build the same building facility everywhere they go so it is just a matter of trying to modify the outside through conditions of approval. Mr. Jordan confirmed this. Acting Chairman Wilson was surprised that no color renderings were presented. Mr. Jordan then presented the booklets showing the colors and buildings to the Planning Commission. Commissioner Lindsey asked why this particular location was sought by the applicant. Mr. Jordan indicated that the applicant likes to have access to the am and pm commute routes because it is easier for dropping off and picking up children before and after work. Commissioner Lindsey asked if the site abuts a residentially zoned area.. Mr. Jordan said it does to the south but that there is no access to the site from the residential area. Commissioner Lindsey then asked if this same situation has occurred at other Kinder Care centers. Mr. Jordan indicated the same situation exists and the only problem seems to be with noise of children playing in the yard. Kinder Care, however, doesn't allow all of the children outside at one time but only one classroom consisting of about 24 children. Acting Chairman Wilson asked if Mr. Jordan had any input from the neighboring residents of the area. Mr. Jordan said he has not but that he called and talked to the Vice President of the Homeowners Association and has had no response back from them at this point in time. Ed Roquette, 3436 Windsor Court, President of the Cabana Club Homeowners Association spoke. He indicated he was not representing this body tonight because they have had no time to discuss it. He said they have had zero notification regarding this. He was on vacation last week. Four weeks ago he went to the Planning Division and asked if there were any p r op osa 1 for the area and there were none at that time. He felt the project would have a major impact on their community as it abuts the Pleasanton Meadows area. He felt the impacts would be difficult to evaluate because he has not studied the project in great detail and has not reviewed the plans. He felt one major impact would be the close proximity to McDonalds. He indicated thereare many traffic accidents in the area particularly when one crosses Santa Rita Road. He had traffic concerns with this new development. He asked that this matter be continued so that his people could review the plans and look at the impacts more carefully. Commissioner Lindsey asked Mr. Roquette if he has had input from any of the neighbors of the area regarding this applicaton. Mr. Roquette reiterated that he has been out of town. He stated there are lots of people in the area on vacation and in fact bumped into a Pleasanton Meadows resident in New Orleans.
