MINUTES PLANNING COMMISSION 8/10/83 Page 2 Mr. Harris stated that this group approached the City Council on this matter at their 8/9/83 meeting. It was explained that this work could probably be done in the North Pleasanton Traffic Assessment District but that it will take the completion of the EIR before the Assessment District could be formed, bonds sold and construction started on the wall. He indicated that the City Council was pretty firm in stating the soundwall would have to wait for the formation of the Assessment District. The noise level will have to be analyzed and this will effect the height of the soundwall. This analysis will be included in the EIR. He indicated that the citizens will be furnished a copy of the Draft EIR. Commissioner Lindsey asked about a soundwall on Valley Avenue between Santa Rita Road and Hopyard Road. Mr. Warnick indicated that cost estimates were prepared for the City Manager sometime ago but that it is not considered part of the North Pleasanton Assessment District. He indicated there is no activity on this matter at the current time. OLD BUSINESS - Public Hearings There was none. NEW BUSINESS - Public Hearings PUD-80-15-1D, Kinder Care Learning Centers, Inc. and Tracor/MBA Application of Kinder Care Learning Centers, Inc. and Tracor/MBA for PUD (Planned Unit Development) modification and development plan approval to allow for the construction of an approximately 8,400 sq. ft. daycare facility on an approximately .8 acre site, located at the southwest corner of the intersection of Brockton Drive and Pimlico Drive (realigned). Zoning for the property is PUD (Planned Unit Development)-Commercial District. A Mitigated Negative Declaration of environmental impacts will also be considered. Mr. Harris presented the staff report recommending approval. He indicated that both the agenda and staff report indicate a Negative Declaration while in fact the consideration would be for a Mitigated Negative Declaration. He stated that this relates to noise and the realignment of Pimlico. The public hearing was opened. Webb Jordan, Richey and Richey, 1531 Adelaide~~39, Concord, represented the applicants. They concurred with the staff report for the most part but did have concerns with the removal or change of the bell tower because it is the corporate identification of Kinder Care. He addressed brick veneering being put around the entire building. He stated he has discussed this with the architect who agrees that the building can be dressed up with brick, stucco and wooden trim on the front and sides to tie in with the main buildings. He indicated that this has been done in the past and there are no problems in doing this for this building.
