MINUTES <br />PLANNING COMMISSION <br />8/10/83 <br />Page 2 <br />Mr. Harris stated that this group approached the City Council on this <br />matter at their 8/9/83 meeting. It was explained that this work could <br />probably be done in the North Pleasanton Traffic Assessment District <br />but that it will take the completion of the EIR before the Assessment <br />District could be formed, bonds sold and construction started on the wall. <br />He indicated that the City Council was pretty firm in stating the <br />soundwall would have to wait for the formation of the Assessment District. <br />The noise level will have to be analyzed and this will effect the height <br />of the soundwall. This analysis will be included in the EIR. He <br />indicated that the citizens will be furnished a copy of the Draft EIR. <br />Commissioner Lindsey asked about a soundwall on Valley Avenue between <br />Santa Rita Road and Hopyard Road. Mr. Warnick indicated that cost <br />estimates were prepared for the City Manager sometime ago but that it is <br />not considered part of the North Pleasanton Assessment District. He <br />indicated there is no activity on this matter at the current time. <br />OLD BUSINESS - Public Hearings <br />There was none. <br />NEW BUSINESS - Public Hearings <br />PUD-80-15-1D, Kinder Care Learning Centers, Inc. and Tracor/MBA <br />Application of Kinder Care Learning Centers, Inc. and Tracor/MBA for <br />PUD (Planned Unit Development) modification and development plan approval <br />to allow for the construction of an approximately 8,400 sq. ft. daycare <br />facility on an approximately .8 acre site, located at the southwest corner <br />of the intersection of Brockton Drive and Pimlico Drive (realigned). <br />Zoning for the property is PUD (Planned Unit Development)-Commercial <br />District. A Mitigated Negative Declaration of environmental impacts will <br />also be considered. <br />Mr. Harris presented the staff report recommending approval. He <br />indicated that both the agenda and staff report indicate a Negative <br />Declaration while in fact the consideration would be for a Mitigated <br />Negative Declaration. He stated that this relates to noise and the <br />realignment of Pimlico. <br />The public hearing was opened. <br />Webb Jordan, Richey and Richey, 1531 Adelaide~~39, Concord, represented <br />the applicants. They concurred with the staff report for the most part <br />but did have concerns with the removal or change of the bell tower <br />because it is the corporate identification of Kinder Care. He addressed <br />brick veneering being put around the entire building. He stated he has <br />discussed this with the architect who agrees that the building can be <br />dressed up with brick, stucco and wooden trim on the front and sides to <br />tie in with the main buildings.
