Page 9
Minutes
PLANNING COMMISSION
stated he has read of the minutes of the last meeting and concurs
with the suggestions. He stated that Mr. Jordan has done a good
job presenting their application. He reviewed the Kindercare
program and facilities throughout the United States. They currently
have approximately 60,000 children ranging in age from six weeks
to 12 years of age. Their facilities are open five days per
week, 52 weeks per year and 11 hours per day. They agreed with
the conditions of the staff report. His facilities are properly
licensed and are manned by trained staff. They seek employees
from the local community. Commissioner Lindsey indicated that
on the south side of the building there is a large area which
abuts residential development. He asked Mr. Courtier what his
plan is and whether or not the area would be a play yard.
Mr. Courtier stated they have revised their plan and moved the
building as far south as they could get it. They will construct
a 7-8' masonry wall. Commissioner Lindsey again asked if it
would be a play yard. Mr. Courtier indicated not per se in that
the major play yard is on the north side of the building.
Chairman Jamieson asked how long Kinder Care has been in business.
Mr. Courtier indicated they have been in business since 1969.
They started with 12 schools and have expanded to 800. The company
is publicly owned in 46 states. Chairman Jamieson asked if the
company has ever had any problems or violations with regard to
their schools. Mr Courtier stated they have not had any such
problems. Chairman Jamieson then asked if the building would
have to have sprinklers. Mr. Courtier said they install smoke
devices but only put in sprinklers if required by the City.
Commissionier Wilson stated this matter was continued so that
the developer could review their plans with the homeowners of
the area. He asked Mr. Courtier if this was done. Mr. Courtier
stated that Mr. Jordan has met with them. He stated one of the
concerns of the homeowners had to do with parking but that is
something they can't do anything about because they have to have
a certain size play yard for the children as it is required by
the State. He said the property would have to be lengthened
to do this. Commissioner Wilson then asked the applicant if
they have any other sites in the area. Mr. Courtier said they
have a site in Fremont.
Ed Roquette, 3436 Windsor Court, addressed the proposal as the
President of the Pleasanton Meadows Cabana Club. They did meet
with the representative handling this matter. Turnout of people
in the area for the meeting wasn't large but the meeting was
fruitful. He hasn't heard from anyone having a major concern
about a daycare center. He .was glad that staff recommended the
red roof be changed to conform to the rest of the roof. He asked
what kind of shingle would be used as most of the homes in the
area have shake roofs. He wasn't sure what asbestos roofing
would look like.
