Page 15 <br />Minutes <br />Planning Commission <br />8/24/83 <br />PUD-83-14, Vinta a Associates <br />Application o Vintage Associates for PUD (Planned Unit Development) <br />zoning and development plan approval for a mixed use high density <br />residential/commercial and offices project proposed to consist <br />of 32 dwelling units, approximately 11,000 sq. ft. of commercial <br />and offices area, and related facilities on an approximately <br />2.2 acre site located at the northeast corner of Bernal Avenue <br />(Pico) and Palomino Drive. Zoning for the property is PUD (Planned <br />Unit Development)-Commercial and Offices and High Density Residential <br />District. A Negative Declaration of environmental impacts will <br />also be considered. <br />Mr. Harris presented the staff report recommending approval. <br />Commissioner Wilson stated that the submittal made should serve as <br />an example for all submittals, i.e., clear elevations, topo, <br />grading - the entire thing. <br />The public hearing was opened. <br />Doyle Heaton, Vintage Associates, has received the staff report <br />and agrees with the conditions thereon. He presented a color <br />site plan and stated he would be happy to answer any questions. <br />He briefly summarized his proposal. <br />Chairman Jamieson asked if Mr. Heaton has any other projects <br />with stores over apartments. Mr. Heaton stated there are several <br />around the by area but this will be his first. They hired Environmental <br />Center who have done many of these in the past. <br />Commissioner Lindsey asked Mr. Heaton if they have had any interest <br />in the retail space. Mr. Heaton stated they are now on their <br />third rental agency. He stated that the project was put in abeyance <br />because of the 22% prime but now with Pico bridge, the demographics <br />look better and interest in the development is apparent. <br />Commissioner Doherty asked Mr. Heaton what he envisioned the <br />rental units would go for. Mr. Heaton said he did not know at <br />this time. Commissioner Doherty then asked if these would be <br />affordable units. Mr. Heaton stated the units behind this project <br />are low to moderate income. He stated that the units on the <br />Orloff property are going for about $735 for 2 bedroom units <br />and $581 for 1 bedroom units. <br />Commissioner Wilson supported the project stating it is a good <br />one. Commissioner Doherty asked if Mr. Heaton thought the units <br />would be easy to rent. Mr. Heaton indicated he did not think <br />they would be a problem to rent and was more concerned about <br />the commercial rental. Commissioner Doherty asked Mr. Heaton <br />if he has talked to the neighbors. He stated that Mr. Manning <br />reviewed the plan and was supposed to come in and discuss it <br />with the Planning staff. Commissioner Getty stated Mr. Manning <br />has talked to her about it and said he liked it. <br /> <br />
