Page 14 <br />Minutes <br />Planning Commission <br />8/24/83 <br />to look into the tree situation. They will probably plant five <br />gallon trees and as landscape architect he will be overseeing <br />it. If the PUD were changed, additional landscaping could be <br />done. Commissioner Wilson stated that Joe Chickerella, the former <br />property owner, would really be upset if he saw the mess up there. <br />Trees were planted and walked away from. It was suggested by <br />staff that perhaps there are some outstanding bonding requirements <br />of Blackwell - the matter could be checked. Commissioner Wilson <br />wanted to know who would maintain the open space. Mr. Swift <br />responded that this area is to be maintained by the homeowners <br />association. The City does have the abilit~~ to make them replant. <br />Commissioner Wilson then wanted to know how much money has been <br />contributed toward the homeowners association for each lot. <br />Mr. Swift indicated he doubted that any has so far inasmuch as <br />they have only constructed one house. <br />Commissioner Jamieson asked about the landscaping again on the <br />model home. Mr. Dutchover responded that there should be a landscaping <br />plan in the packet. He stated there will be 15 gallon trees <br />and 5 gallon shrubs. Commissioner Wilson then asked about RAP <br />expiration. Mr. Harris indicated they have built one house and <br />this would save their RAP. <br />Mr. Hughes, 587 Touriga Court, stated that the San Carlos Homes <br />people came around to their development and just dumped trees <br />off because by the time they came around with them, most of the <br />front yard landscaping was completed. He said with few exceptions <br />most of the trees offered by the developers died. Mr. Hughes <br />suggested that the ordinance be changed to prevent this. <br />The public hearing was closed. <br />A motion was made by Commissioner Getty, seconded by Commissioner <br />Lindsey that all required findings as shown in the staff report <br />are made and that case UP-83-25 be approved subject to the conditions <br />shown on that staff report. <br />ROLL CALL VOTE <br />AYES: Commissioners Doherty, Getty, Lindsey <br />and Chairman Jamieson <br />NOES: Commissioner Wilson <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2347 was entered and adopted approving case UP-83-25 <br />as motioned. <br />Commissioner Wilson then asked about the street lights for the <br />development. Mr. Warnick indicated PG&E would have to be contacted <br />to put the heads on and then the lights can be illuminated. <br />. _... . ..__.... _ . .. .........._..... ..
