Page 11 <br />Minutes <br />Planning Commission <br />Mr. Courtier stated they generally have 2.5 children per car <br />and as a portion of the people carpool. The size of the staff <br />will depend upon the number of children. Commissioner Lindsey <br />then asked staff why they couldn't park on Pimlico. Mr. Harris <br />explained they would be right at a corner creating a dangerous <br />situation. Mr. Warnick stated that an entrance only at that <br />location with a one-way flow would help the situation. Commissioner <br />Getty asked what would happen if a person came in at Brockton. <br />Mr. Courtier stated it would have to be a two-way drive. Mr. <br />Harris indicated that the driveway is 24 feet rather than 36 <br />feet. Commissioner Getty then asked if there is any compact <br />parking. Mr. Harris said there is compact parking provided for <br />this use. Commissioner Lindsey felt that an entrance and exit <br />off of Brockton would create a traffic jam. Mr. Warnick indicated <br />that an "in only" driveway off of Pimlico with an "In and Out" <br />on Brockton would work if you could get the same number of spaces. <br />Commissioner Lindsey asked about the size of the development <br />in Fremont. Mr. Courtier said he hasn't seen the center there. <br />Commissioner Getty felt that they moved into an existing facility. <br />Chairman Jamieson agreed with Commissioner Doherty with regard <br />to the lack of a drop off area. It looks congested before it <br />starts. Commissioner Getty asked what would happen if you put <br />the employees parking in the back. Mr. Courtier said this could <br />not be done or they couldn't put the center in. They have to <br />meet certain yard requirements for the children. Chairman Jamieson <br />referred to the office complex heard earlier-it was sent back <br />for review because of lack of parking. It is better to correct <br />problems before they happen. Mr. Courtier stated they do exceed <br />the City's parking requirements on the site. Commissioner Doherty <br />stated that the original proposal was for 234 ft. x 160 ft. and <br />the applicant went out and got more property and increased the <br />depth by 26 feet. Mr. Courtier stated that most of that had <br />to do with the firm plan line of Pimlico. <br />Webb Jordan, 1531 Adelaide,Concord, spoke representing the applicant. <br />He stated the property was picked up because of the set back <br />requirements, play yard, planter strip, sidewalk and wall. He <br />restated the parking requirements exceeded that required by the <br />City. He stated that Kindercare encourages their employees to <br />carpool. <br />Commissioner Doherty suggested they get more property and move <br />the whole thing. He wants to see parking out there. Mr. Harris <br />stated that actually there are no parking requirements for a <br />PUD and merely standards used as a guide in other zoning districts. <br />Mr. Johnson spoke again stating his son is in a daycare center <br />on Santa Rita Road and his experience has been that 2.5 children <br />are not in one car. <br /> <br />
