l <br />Minutes <br />Planning Commission <br />9/28/83 <br />Page 12 <br />Chairman Jamieson asked Mr. Knox to comment on the wall paralleling <br />Santa Rita Road. Mr. Knox said there has been a sound study <br />done on the entire area which incorporates the whole side delineating <br />the park from the sidewalk. They are trying to keep play activity <br />as far away from Santa Rita Road as possible and as difficult <br />for balls, etc. to go into the street as possible. He said <br />it will be up to the acoustical engineer as to the height of <br />the soundwall between Morganfield and Kolln Street. At this <br />time it will be a minimum height of 8 feet. <br />Commissioner Lindseyasked if the houses next to the park have <br />fencing. Mr. Knox stated they would. He further added that <br />they are half way in the growth management program and it appears <br />that the fastest the homes will be built based on growth management <br />will be about four years. <br />Chairman Jamieson addressed Santa Rita Road on the north side <br />at the location of the 2 1/2 - 3 foot fence for parking, he <br />asked if parking would be allowed. Mr. Warnick stated he didn't <br />believe it would be. Chairman Jamieson said that people using <br />the park would have parking problems on Santa Rita Road. Mr. <br />Warnick said in any area where parking is not allowed, it is <br />enforced by the Police Department. He stated there is currently <br />no parking allowed on Valley Avenue. Chairman Jamieson asked <br />the staff if they had any problem with the three foot wall <br />with regard to children hopping over it and/or falling off. <br />Mr. Warnick stated that the idea of the fence is to prevent <br />children from running into the street. He said the low wall <br />serves the same purpose as a chainlink fence. Mr. Harris suggested <br />that perhaps from a visual standpoint one might want to go <br />with a low wooden structure and that the structure doesn't <br />necessarily have to be precast concrete. <br />The public hearing was closed. <br />A motion was made by Commissioner Getty, seconded by Commissioner <br />Arrigoni recommending approval of the negative declaration <br />prepared for case PUD-83-18 inasmuch as project approval would <br />have no significant adverse effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commmissioners Arrigoni, Getty, <br />Lindsey and Chairman Jamieson <br />NOES: None <br />ABSENT: Commissioners Doherty and Wilson <br />ABSTAIN: None <br />Resolution No. 2362 was entered and adopted recommending approval <br />of the Negative Declaration prepared for case PUD-83-18. <br />A motion was then made by Commissioner Getty, seconded by Commissioner <br />Lindsey that case PUD-83-18 be recommended for approval subject <br />to the conditions shown in the staff report adding that the <br />Valley Avenue planter strip shall be maintained by a Maintenance <br />-12- <br />
