MINUTES <br />PLANNING COMMISSION <br />10/26/83 <br />Page 6 <br />Commissioner Lindsey announced that he would step down from <br />the next item and Commissioner Arrigoni would replace him <br />because of a conflict of interest. <br />UP-83-40, Bank of Pleasanton & Peters Street Associates <br />Application o the Bank of Pleasanton an Peters Street Associates <br />for approval of a conditional use permit to operate an approximately <br />6,000 sq. ft. bank facility at 555 Peters Avenue. Zoning for <br />the property is C-C (Central Commercial) District. A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval <br />of this application. He indicated that because a bank is a <br />high generator of traffic, staff has concerns with parking <br />for the balance of the building. He indicated that Mr. Mike <br />Harris is currently trying to get a lease with American Cleaners <br />for more parking. <br />Commissioner Getty asked if commercial banks have different <br />parking requirements that non-commercial banks. Mr. Harris <br />stated that the code does not differentiate between the two. <br />Commissioner Getty asked why a condition is not suggested for <br />a parking assessment district in the staff report. She stated <br />that 20 years from now there could be parking garages and the <br />lease may not be necessary. She felt this is an ideal place <br />for an assessment district. Mr. Harris indicated that if the <br />top floor was already leased and a proposal for a bank came <br />in for the lower floor, the application couldn't even be accepted <br />for a bank because of insufficient parking. He said a variance <br />would have to be granted first. He indicated the City should <br />do whatever it can to reduce potential parking problems on <br />this property. <br />The public hearing was opened. <br />Alan VanVeldhuizen, President and Chief Executive Officer, <br />The Bank of Pleasanton (in organization) spoke in support of <br />their application. They concur with the staff report. <br />Commissioner Doherty asked if Mr. Harris, the landlord, was <br />present because approval of the bank could preclude him from <br />leasing a portion of the building upstairs. He hoped the bank <br />is successful but wanted to go on record that because of a <br />lack of parking and if the potential lease is not consummated <br />he may be unable to lease a portion of the building upstairs. <br />He wanted Mr. Mike Harris to be totally aware of this. Mr. <br />VanVeldhuizen indicated that Mr. Harris is aware of this. <br />The public hearing was closed. <br />Chairman Jamieson supported Commissioner Doherty's statements <br />and wanted to make it crystal clear they don't want this issue <br />to haunt Mike Harris in the future. <br />-6- <br />
