MINUTES
PLANNING COMMISS.r_d
10/26/83
Page 4
Commissioner Getty asked if the Commission should be specific
about acreage. Mr. Harris indicated that "one-half of the
property" should be sufficient definition.
The public hearing was opened.
Louis Mangum, 872 Sylvaner, felt the general plan amendment
is premature because of lack of precise development plans showing
how it is intended to be developed. Commissioner Getty explained
the general plan amendment proposal. Mr. Mangum still felt
it was too vague to be decided upon without a specific plan.
Chairman Jamieson then explained the ge~ne~ral plan. Commissioner
Lindsey told Mr. Mangum that he would a~i-ve an opportunity to
speak on a specific plan when it is proposed as it will be
publicly noticed. Commissioner Doherty went into more detail
as to a general plan. Mr. Mangum still felt there were "maybes"
being considered.
Frank Belecky, 892 Madeira, Secretary of Vintage Hills Homeowners,
spoke for Ron Schneider the President who was absent. He
said they are working with Mr. Dunkley and the Parks and Recreation
Commission in planning a park within this proposal. He stated
the homeowners are supporting this application.
Pam Blanc, 3219 Touriga, stated ~ehas been working with Nancy
Storch and others regarding a park in the area. She felt the
proposal would benefit the businesses in the shopping center
and that the shopping center is currently having problems.
They need the high density units to support the shopping center.
The public hearing was closed.
A motion was made by Commissioner Doherty seconded by Commissioner
Getty that the negative declaration prepared for case GP-83-11
be recommended for adoption inasmuch as approval of the project
would have no significant adverse effect on the environment.
ROLL CALL VOTE
AYES: Commissioners Doherty, Getty, Lindsey,
Wilson and Chairman Jamieson
NOES: None
ABSENT: None
ABSTAIN: None
Resolution No. 2374 was entered and adopted recommending approval
of the negative declaration prepared for the application.
A motion was made by Commissioner Lindsey, seconded by Commissioner
Getty that case GP-83-11- be recommended for approval subject
to the conditions of the staff report.
ROLL CALL VOTE
AYES: Commissioners Doherty, Getty, Lindsey,
Wilson and Chairman Jamieson
-4-
