As indicated in the staff report <br />and EIR, these goals and policies would require a general plan <br />change for any major project. Mr. Altschul said he utters the <br />concerns of other speakers against allowing unrestricted growth <br />within the City. <br />Commissioner Wilson then asked about a previous speaker's comments <br />concerning an alleged denial that Caltrans was not granted an <br />extension to have their comments addressed in the EIR. Mr. Harris <br />stated they were granted an extension. He stated they asked for <br />a one week extension initially and then a two week extension. <br />They were granted an informal one week extension. <br />Chairman Jamieson then asked Mr. Harris if a 30 day review period <br />is standard. Mr. Harris stated that a standard review period <br />would be 45 days for the response time, but that there is a provision <br />in CEQA allowing for an agency to ask for reduced review time, <br />the City asked for and was granted a reduction to 30 days. He <br />stated that Caltrans is the only agency who asked for an extension <br />of review time. <br />Mr. Tarver then stated he didn't mean to infer Caltrans' request <br />for an extension was denied. He stated he thought a reduction <br />of review time was totally inappropriate for a document of this <br />size. He stated Mr. Walker of the Clearinghouse told him that <br />perhaps he shouldn't have granted a reduction in time. Mr. Tarver <br />indicated that Caltrans is reviewing the Tri-Valley study and <br />won't be done with their review until next wewek and asked that <br />decision be continued for the result of their study. <br />Proponents <br />Jim Krause, 894 Bonita Avenue, said he was tired of everyone stating <br />how long they lived ini town. He said he grew up here and has <br />seen all of the changes. He said 4,000 homes were put on some <br />of the most fertile ground in the valley. He felt there was either <br />an attitude or philosophical problem. He disagreed that the City <br />would have development at any cost and that this opinion is borne <br />out by virtue of the development that has taken place to date. <br />He stated that the traffic needs of the community have been studied <br />by Joe Callahan in all of the reports done for the project and <br />he probably knows more about the transportation prognosis than <br />anyone else. He was pleased to have the attractive type of devleopments <br />that have been coming to the City and felt it beneifical to have <br />the opportunities of a mature City, with resources not here in <br />the past. <br />Wayne Nygren, 8034 Arroyo, said he is pleased that the Hacienda <br />Business Park has come to town and that the City has attracted <br />this kind of development. He felt that the developers are taking <br />care of the traffic concerns and the developers are not beint <br />short-sighted.
