MINUTES <br />PLANNING COMMISSION <br />November 21, 1983 <br />Page 4 <br />Ms. Wilbrandt-Koenig stated that the Fairgrounds is available, but <br />when there are private picnics, etc., the public is denied access. <br />Chairman Jamieson thanked the citizens for their input. <br />Commissioner Getty said she supports a general plan and rezoning <br />change for the west side of Peters Avenue. She felt that Peters <br />Avenue is the worst possible place to put a park because that <br />street is a thoroughfare. She didn't feel it would be suited <br />for high density residential either because of the dangerous <br />situation concerning traffic on the street. She had concerns <br />with the possible liability to which the City would be subject. <br />She felt with the close proximity to bars and fairgrounds, the <br />neighborhood would just be asking for trouble. She felt a park <br />might be appropriate more into the adjoining community. <br />Commissioner Arrigoni lives on Blackbird across the street from <br />a park. He expressed concern with a park being next to a busy <br />street as is the case in his neighborhood. He stated that frequently <br />people are driving 40mph next to the park in his neighborhood. <br />Commissioner Doherty stated he was for changing the general plan <br />on the west side of Peters but didn't want to overlook the wishes <br />of his colleagues on the Park and Recreation Commission - if <br />they think Peters Avenue is the best place for a park, the Planning <br />Commission should listen to them. Traffic on Peters Avenue - <br />He felt traffic is picking up every day and he has mixed emotions <br />on this topic. He would like to support a park but does have <br />serious concerns with regard to traffic. He has no particular <br />concern otherwise regarding a park in a business area. He felt <br />that with the Police Department so close, there shouldn't be <br />a problem. <br />Park and Recreation Commissioner Keegan felt it was important <br />to have open spots where people could go at lunch time. If the <br />community used it, other elements would probably not use it. <br />He felt the Police Department was close enough to patrol the <br />area. First Street parks have been cleaned up now and are pretty <br />good. He said a Peters Avenue park would not just be a tot lot <br />but would be an open space area for everyone to use. <br />Park and Recreation Commissioner Lance Ruckteschler felt everyone <br />was missing the point. He felt there was a need for a park for <br />senior citizens in the area. They need a place to congregate. <br />Open space is needed in the area. <br />-4- <br />
