MINUTES <br />PLANNING COMMISSION <br />November 21, 1983 <br />Page 5 <br />Park and Recreation Commissioner Bruno felt there was a need <br />for Open Space in downtown and Peters Avenue is probably <br />the only place one could go. He felt serious consideration <br />should be given to it before it is to late to do so. <br />Park and Recreation Commissioner Oliverius said a children's <br />play area would be fenced in so that children would not be <br />running into the street. She said there are not a lot of <br />teenagers in the area as it is an older neighborhood. Once <br />open space is lost it is gone forever. She encouraged a <br />park in the area. <br />Chairman Jamieson thanked the Park and Recreation Commissioners <br />for their input. <br />PUD-81-30, Prudential Ins. Co. of America and Callahan-Pentz <br />Properties <br />Application of the Prudential Insurance Co. of America and <br />Callahan-Pentz Proeprties for a Development Agreement for <br />a 573 acre "business park" to include approximately 23 net <br />acres of "garden" offices, 62 net acres of general offices, <br />50 net acres of "mid-rise" offices, 47 net acres of industrial/warehousing <br />273 net acres of research and development/light manufacturing, <br />and 38 acres of retail commercial/financial development with <br />the remaining approximately 80 acres to be used for street <br />and flood channel right-of-way purposes, to be located on <br />the east side of Hopyard Road between the Arroyo Mocho and <br />a point approximately 1400 feet south of I-580 and extending <br />east to the tracks of the Southern r'acific Transportation <br />Company. An Environmental Impact Report (EIR) has been prepared <br />for this project and copies are available for review at the <br />Planning Division, 200 Bernal Avenue, Pleasanton, California, <br />and at the Pleasanton Library, 4333 Black Avenue. <br />Mr. Harris explained the reason for the development agreement which is <br />to protect the uses, intensity and density of the approved plan. <br />He indicated this is used in conjunction with large, phased <br />projects. <br />Chairman Jamieson asked if this agreement is similar to the <br />one granted to Kaiser. Mr. Harris said the agreements for <br />Prudential and Callahan-Pentz are different. <br />Mr. Swift said that the agreement used for Taubman is a short <br />form version of a development agreement and just looked <br />at assuring the two large department store pads and the hospital <br />could build on their sites in future years. <br />Mr. MacDonald reviewed particular sections of the agreement <br />with the Commission (Sections 1.3 and 1.4, page 11). He <br />wanted the developer to understand that the PUD might allow <br />a five-story structure but under certain circumstances the <br />Design Review Board or City Council might approve a three <br />or four story structure.
