MINUTES <br />PLANNING COMMISSION <br />November 28, 1983 <br />Page 13 <br />PUD-83-23, Richard Parejo <br />Application of Richard Parejo for PUD (Planned Unit Development)-development <br />plan approval of a 9 lot single-family residential development on approximately <br />eight acres of land located at the southeast corner of Amber Lane and Mockingbird <br />Lane. Zoning for the property is PUD (Planned Unit Development)-Low Density <br />Residential District. <br />Mr. Harris presented the staff report. Concerning conditions numbers two and <br />three they could probably be eliminated. He asked that condition number nine <br />be modified to add "...and uses for this development shall be those of the R-1-20,000 <br />District." <br />Commissioner Getty reflected on the Old Towne development and asked whether <br />or not variances would become an issue in the future. She referred to Conditions <br />number five and six. Mr. Harris stated he didn't know whether or not it would <br />become a problem, but the Parejo lots are large and level. Chairman Jamieson <br />indicated that City Council stipulated the size of the homes in Cork Harbour, <br />the Planning Commission did not. Mr. Harris said this is true, their lot sizes are as <br />small as 7500 sq. ft. and have large homes on them. The lot sizes of the subject <br />application are in the neighborhood of 30,000 sq. ft. <br />Commissioner Wilson felt it unwise to stipulate the size of the home. He said <br />to do so would eliminate many couples from buying a nice small home on a very <br />large lot. Commissionerpoherty felt this is a point well made and the developer <br />may be tying his own hands. <br />The public hearing was opened. <br />Mr. Parejo, 6452 Amber Lane, addressed the Commission. He concurs with the <br />staff report. He said this PUD does meet all of the restrictions that the neighboring <br />homeowners want for the area. He said he only has nine lots and he is trying <br />to create a nice atmosphere, but if the City or staff wants to omit those items <br />that is fine with him. They had those conditions put in to show the people <br />in the area they are doing something a little different in Pleasanton to enhance <br />the area. <br />Commissioner Doherty then asked about the ballot which was being circulated by the Happy <br />Valley Homeowners Assoc. concerning minimum lot size, water, etc. He asked of <br />these conditions are in accord with those desires. Mr. Harris stated that Mr. <br />Parejo meets the conditions of the PUD. He asked the staff what the zoning <br />of the surrounding properties were. Mr. Harris stated he wasn't sure inasmuch <br />as they are in the County. Mr. Swift stated that North of Sycamore are one-half <br />acre lots and one acre lots immediately next to Parejo's property. Mr. Warnick <br />stated that the homeowners association had a lot of input concerning the zoning <br />of this property. <br />Chairman Jamieson then asked Mr. Parejo if he desired to have conditions two <br />and three as shown in the staff report. Mr. Parejo deferred to Mr. Harris. <br />Mr. Harris stated the City is not concerned whether or not the houses must be <br />3200 sq. ft. on this property nor not. Staff does not care whether or not the <br />garages are at 900 angles to the street. Chairman Jamieson felt the developer <br />was locking himself in on the high side of things. <br />Commissioner Wilson then asked Mr. Parejo if he had any idea of the cost of <br />a 3250 sq. ft. house.
