MINUTES <br />PLANNING COMMISSION <br />12/14/83 <br />Page 3 <br />Commissioner Getty asked of Growth Management approval guarantees sewer availability. <br />Mr. Harris stated the Growth Management approval relates to the right to development <br />and sewer permits are issued at the building permit stage. Commissioner Getty <br />then discussed sewer capacity for the remnant lot. Mr. Harris stated that the developers <br />would have to apply for Growth Management approval for the remnant parcel at <br />the next allocation. Commissioner Getty asked why five model homes cannot be <br />put on the 50 lots. Mr. Harris stated that this is where they will go. He indicated <br />that the request has been changed from 55 to 50 lots. <br />Mr. Harris explained that development will occur south to north which is fine with <br />staff. Commissioner Getty asked if there was a park planned in the development. <br />Mr. Harris stated that there was a green area shown on the plan which would have been <br />privately owned but that the owners did not wish to maintain a park. The plan does not <br />lend itself to a homeowners associaation and therefore the green space was removed as part <br />of the PUD approval & is now shown as a housing site. There is a 5 acre park site at the <br />northwest corner of the Kamp property. <br />The public hearing was opened. <br />Jim Harper, HMH Engineers, represented Shea Homes and Castlewood Properties. <br />They concurred with the staff report and modifications as requested by Mr. Harris. <br />Concerning a list of street names (Condition No. 3), he indicated this is being worked <br />on by Art Dunkley and others. He asked that this matter be reviewed at a later <br />time by the Planning Commission if at all possible. Commissioner Getty asked <br />if a list has been presented. Mr. Harris stated a list is being considered and will <br />be presented at a subsequent meeting. He asked for clarification concerning Condition <br />No. 16 and asked if they would be allowed to work with the City Engineers. Commissioner <br />Jamieson stated that this is correct. Mr. Harper stated that perhaps additional <br />trees will have to be removed. Mr. Warnick stated that it is the City's intention <br />to keep as many trees as possible. Chairman Jamieson asked if the developer was <br />aware there is a heritage tree ordinance. The developer acknowledged that they <br />are aware of this ordinance. Mr. Harper stated they have no objection to Condition <br />No. 17 as requested by staff. <br />The public hearing was closed. <br />A motion was made by Commissionerpoherty, seconded by Commissioner Getty <br />that Tract 5248 be approved as it conforms to the zoning and general plan for the <br />site and that approval be granted subject to the conditions shown in the staff report <br />with modifications as requested by staff. <br />ROLL CALL VOTE <br />AYES: Commissioner Doherty, Getty, Lindsey Wilson <br />and Chairman Jamieson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2406 was entered and adopted approving Tract 5248, Shea Homes, <br />as motioned. <br />-3- <br />
