The purpose <br />of the condition is not to encourage the development of long <br />narrow lots. It would offer instead an incentive for combining <br />lots. Staff recommends that where the lot depth to the lot width <br />ratio is 3 to 0 or less that unlimited density be allowed. Where <br />ratios are 3.01 to 3.5 dwelling units would be no more than 15 <br />units per acre,; 3.51 to 4.0 no more than 12 per acre; 4.1 to <br />4.50 no more than 10 units per acre and 4.50 or greater no more <br />than 8 units per acre. This condition if imposed would not <br />effect the Spiliotopoulos/Hirst development. It would encourage <br />Auf der Maur, for instance, to purchase the lot next door. <br />Commissioner Getty felt that the Del Valle Parkway issue should <br />also be addressed. Mr. Harris indicated that Chris Kinzel is <br />present and will give an oral report. Mr. Warnick then asked <br />that he be allowed to comment after Mr. Kinzel gives his <br />presentation. <br />Commissioner Lindsey preferred to hear Chris Kinzel's report <br />prior to hearing the general plan amendment application and PUD <br />application. <br />Chris Kinzel, TJKM, 4637 Chabot Drive, was happy to provide <br />information concerning traffic with regard to Stanley Boulevard, <br />and the appropriateness at this time for the development of the <br />Del Valle Parkway. He felt that based upon traffic counts and <br />projected traffic counts the Del Valle Parkway at the very least <br />should be extended to the Main Street/Santa Rita Road location as <br />currently planned. This would provide relief to the downtown <br />area. He listed various reasons why Del Valle Parkway should be <br />continued, at least to Stanley Boulevard, i.e., eliminate a jog <br />in the intersection of Main Street at Stanley Boulevard, etc. He <br />felt some kind of connection is needed to East Stanley Boulevard. <br />The current General Plan calls for the extension beyond East <br />Stanley Boulevard and connection with First Street/Stanley <br />Boulevard. They feel that the extension to Auf der Maur's area <br />is not particularly necessary because it would put business park <br />traffic into a single-family residential neighborhood. Del Valle <br />extension to Main street will serve a valuable function for <br />traffic going to Hopyard and northbound. <br />Commissioner Innes and Mr. Kinzel then addressed traffic levels <br />of the area. <br />Mr. Warnick indicated that staff is fully in accord with Chris <br />Kinzel regarding Del Valle Parkway to Stanley Boulevard. The <br />City has a very strong contract with regard to the railroad <br />consolidation project, undercrossing, etc. An EIR has been done <br />and the City has been granted $5,000,000 for an $8,000,000 <br />project. The contracts are signed between the City County, State <br />and two railroads. At least $2,000,000 has been set aside for <br />this project. A commitment has been made to join Del Valle <br />Parkway to Main Street. Commissioner Getty was not concerned <br />with the connection to Main Street but rather the connection to <br />Stanley Boulevard.
