Minutes <br />Planning Commission. <br />12/12/84 <br />run a successful lounge, the applicants can. The Police <br />Department's response to bars is excellent. <br />Commissioner Innes asked if the Police Department has had <br />discussion with staff concerning this use permit. Chief Eastman <br />indicated there was no conversations over and above the usual <br />input of the Police Department. <br />Don Gorman, 3660 Canelli Ct., felt this was a zoning change. He <br />felt the shopping center was the hub of a residential area. He <br />felt the use would be better in the commercial area located on <br />the other side of the Bernal Avenue bridge. <br />Mr. Calli answered the concerns of the speakers. He didn't <br />believe their use would generate any more traffic to the area. <br />He stated that they are governed by a very strong lease and that <br />the Commissioners have an Addendum to it. He cited the Amador <br />Center where children ride their bikes, etc. and the Pleasanton <br />Lounge is present. There are no problems at this location. <br />Commissioner Innes asked about putting a new business in an area <br />where the neighbors are so opposed to it and asked the chance for <br />success. Mr. Calli felt he could make the business successful. <br />Frank Belecky, 892 Madeira Drive, stated the Police Department <br />has done an outstanding job in the Vintage Hills Area. The <br />City's Police personnel are high quality. He disagreed with the <br />Chief of Police concerning the proposed use, however. He <br />formerly supervised special agents for the U. S. Treasury <br />Department for law enforcement and vice control. Bars attract <br />undesirable people. His opinion is based on 28 years experience <br />in law enforcement. <br />The public hearing was closed. <br />Commissioner Innes asked Mr. Swift to clarify the zoning <br />district. Mr. Swift explained the PUD district of the shopping <br />center. <br />Commissioner Wilson did not feel that the Lease Addendum <br />presented presented any particular restrictions to the tenant. <br />He stated that he has received more telephone calls in opposition <br />to the application than on any other subject since he has been on <br />the Planning Commission over the past six and one-half years. He <br />agrees with the general public. <br />Commissioner Getty is a resident of the Vintage Hills area also. <br />She didn't feel the owners of the shopping center are currently <br />monitoring the shopping center properly. She said there have <br />been times when she went to he shopping center and felt <br />intimidated by loitering people and left going to another market <br />in town. Kids use the parking lot as a play area. She felt that <br />people drink in the shopping center parking lot and they also do <br />this in Kottinger park and end up driving too fast down the <br />street. She knows the manager of the proposed establishment and <br />feels he would probably do a good job but did not feel this area <br />was appropriate for a cocktail lounge. <br />- 5 - <br />
