Minutes <br />Planning Commissioi <br />12/12/84 <br />M. Regello, Concord Street, spoke in opposition to the <br />application, felt the cocktail lounge couldn't be successful <br />without music, etc. which would be a detriment to the family <br />oriented neighborhood. <br />Chairman Doherty indicated that all speakers would be heard but <br />asked that they not be redundant in their comments. <br />Ernie Cunningham, Tanet Ct., stated the Vineyard Avenue doesn't <br />have sidewalks and felt that a cocktail lounge could create an <br />unsafe condition on Vineyard Avenue. <br />Marilyn Chinney, Chablis Ct., realized the shopping center needs <br />additional tenants but preferred them to be of a Ben <br />Franklin-type. <br />Ron Schneider, 650 Orofino Court, President Vintage Hills <br />Homeowners Association, stated their group voted unanimously in <br />opposition to this application. He asked that everyone present <br />who are in opposition to the use stand up. Avery large majority <br />of the people in the audience stood up. Only approximately 8-10 <br />people stood up in favor of the use. <br />Mr. Merle Miller, 3231 Vineyard Avenue, Space 112, Hacienda <br />Mobile Home Park, spoke in opposition to the use and didn't feel <br />it was a good idea to give senior citizens a discount, thereby <br />drawing people on a fixed income to a cocktail lounge.. <br />Frank Belecky, 892 Madeira Drive, officer of the Vintage Hills <br />Homeowners Association, indicated he had met with the applicant <br />and asked them to withdraw their request. He indicated the <br />officers of the Vintage Hills Homeowners association took a vote <br />and they were unanimously opposed to the use, but in addition to <br />that they presented a petition with 297 signatures against the <br />use. He didn't believe there would be enough traffic to attract <br />customers and the business wouldn't be successful. He felt that <br />a cocktail lounge attracts an unattractive element. Construction <br />people would be loitering in the area because of it and it would <br />generally create a nuisance. It would also have a negative <br />impact on Vineyard Avenue. <br />William G. Kovac, 3124 Weymouth Court, also a resident of 3499 <br />Norton Way, did not agree with the negative comments relating to <br />this use permit. Other shopping centers in town have cocktail <br />lounges and they work quite well as part of a mixed use. He felt <br />it would financially benefit the shopping center and the City. <br />He stated that since this is a conditional use permit the owners <br />must abide by the rules or be shut down. <br />Police Chief Bill Eastman, 677 Windmill Lane, addressed the <br />Commission indicating that the Police Department's response <br />to Vintage Hills is quite excellent. He did understand the <br />position of the residents of the area, but cocktail lounges <br />not necessarily an evil in Pleasanton or anywhere else.
