Minutes Planning Commissior. 12/12/84 John Caroline responded to the comments of the speakers. He stated that one of the conditions recommended is that there be fencing on both sides of their property. Commissioner Lindsey asked if Mr. Caroline had any idea what the cost of the other 11 units would be. Mr. Caroline said he did not. The public hearing was closed. Commissioner Wilson asked why staff wants the mitigating condition relating to Valley Avenue extension put on this project while it hasn't been put on others. Mr. Harris explained that the staff has recommended this condition for every project. A motion was made by Commissioner Lindsey, seconded by Commissioner Wilson that a negative declaration for case PUD-84-7 be recommended for adoption inasmuch as project approval would have an insignificant effect on the environment. ROLL CALL VOTE AYES: Commissioners Getty, Lindsey, Wilson and Chairman Doherty NOES: Commissioner Innes ABSENT: None ABSTAIN:None Resolution No. 2583 was entered and adopted recommending approval of a negative declaration for case PUD-84-7. A motion was made by Commissioner Wilson, seconded by Commissioner Lindsey that case PUD-84-7 be recommended for adoption subject to the conditions of the staff report with the following changes: 2. This condition was eliminated. 4. That 8 ft. wide parallel curbside parking spaces be installed along the west side of the private street. 5. That the entire length of the curb on the east side of the private street be painted red and "No Parking" signs posted. 11. That the developer will provide a four ft. wide sidewalk along the east side of the private street. This sidewalk will be constructed concurrently with the development. 14. The project cannot commence until 1986. 15. That the applicant work with the staff regarding the design and height of courtyard fences adjacent to units 2, 8, 10 and 16. - 18 -
