To <br />change this would require a general plan amendment. <br />chairman Doherty reiterated that the extension has been on the <br />General Plan for years and has been no secret. Mr. Warnick <br />further stated that it is possible that the Del Valle extension <br />would be done in more than one phase as traffic warrants. <br />Mr. Peterson, 4013 Stanley Boulevard lives next to the Auf der <br />Maur property. He realizes the road must someday be widened and <br />development will occur, but would like it deferred as long as <br />possible. He had concerns with the potential noise problem from <br />Stanley Boulevard. He has the only house facing this project. <br />He didn't want to be exposed to the recreational area of the new <br />development. The recreation area as proposed will be adjacent to <br />existing bedrooms. He expressed concern with the height of the <br />fencing. He felt the size of the units were too small. <br />Jay Leone, 5286 Crestline, owner of 4031 Stanley Boulevard, <br />concurred with the City staff report. He has not talked to the <br />developers at all. Apartments in the City are very much desired. <br />This area is a prime location for them. <br />Mrs. Gene Hagen, 4112 Stanley Boulevard, a 20 year resident of <br />the area, would like the Del Valle Parkway issue resolved. She <br />is now in the process of painting her home and putting a roof on <br />it. The problem they have always had is that the City has said <br />five more years, five more years, Del Valle Parkway, will be <br />completed in five more years. Home owners do not know whether or <br />not to improve or maintain their property. If the street is <br />widened to 84', it will put her home on a very busy street. She <br />felt development should be halted until Del Valle Parkway is <br />completed. It currently takes her five minutes to get out of her <br />driveway when traffic is busy. <br />George Spiliotopoulos addressed concerns of citizens. They were <br />aware that their proposal would spur discussion of the Del Valle <br />Parkway. However, their project would not be constructed for <br />1-1/2 to 2 years by the time they get allocation. They are <br />prepared to dedicate property for the widening of the street and <br />post a performance bond. They do not necessarily have to widen <br />the street with the project. If the property is needed by the <br />City is less than that which would be set aside they would <br />landscape the area. He was very sorry he couldn't get ahold of <br />Mr. Leone. The proposed project will not have any adverse <br />effects on his property with regard to drainage. The property is <br />relatively flat. The property does drain to the rear. The <br />applicant intends to perform to Citys standards. <br />The applicants did have concern with a couple of the conditions. <br />Condition No. 5 they would like the flexibility to chose another <br />building material than masonry. They have hired an acoustical <br />engineer. They would greatly appreciate having the ability to <br />work with the City staff. Regarding Condition No. 55 he asked <br />for clarification as to whether the condition refers to interior <br />- 10 - <br />
