Minutes <br />Planning Commissio: <br />11/28/84 <br />Dana Owyoung, Jerry Loving Architects, 255 Ygnacio Valley Road, <br />Walnut Creek, presented the project renderings. The on-site road <br />will be meandering and not linear. He described the spa area and <br />other amenities of the proposal. Commissioner Innes asked Mr. <br />Owyoung to point out the location of the private open space for <br />all of the upper units. Mr. Owyoung responded. <br />M. Spiliotopoulos discussed the General Plan consideration. They <br />have made every effort to approach owners immediately adjacent to <br />the project. Mrs. Bottini is 91 years old and has no interest <br />one way or the other in changing her property. They have <br />contacted her several times and she is simply not interested. <br />Regarding the Augusta property (one acre site) he has recently <br />moved out of town. He is not interested in doing anything at <br />this time. Joe Madden is not interested in doing anything with <br />his commercially zoned property. The Petersons have recently <br />bought a home and chose to have the property remain status quo <br />for the time being. Mr. Auf der Maur is joining the application <br />for a general plan amendment. They feel the 2.6 acre parcel will <br />be an effective buffer between the commercial and medium density <br />properties. On November 21 they met with staff concerning <br />planning, public works, police and fire. They have answered the <br />concerns expressed by these departments relating to illuminated <br />street lights, etc. The density they are proposing is similar to <br />Hyde Park, Morrison's development on Black and Hopyard and Mike <br />Harris' development on Vineyard Avenue. <br />Commissioner Innes discussed staff's recommendation to eliminate <br />units No. 28 and 29 because of noise. Mr. Spiliotopoulos then <br />addressed the relationship of the project to the tracks. The <br />distance of their proposed units will be further back than the <br />existing dwelling units. They plan to treat the rear units with <br />soundproofing. Mr. Mello feels that the biggest concern will be <br />vibration and would propose triple glazing, etc. Mr. <br />Spiliotopoulos expressed confidence that they can overcome any <br />concern of excessive noise levels to the proposed units. He <br />explained the elevation of the spur to the proposed project site. <br />Commissioner Innes discussed staff's comments with regard to a <br />general plan amendment to combine some of the long narrow lots. <br />Mr. Spiliotopoulos indicated that one cannot control ownership of <br />other parcels. They feel strongly they will have a buffer to the <br />13.5 acre commercial property. Commissioner Innes asked Mr. <br />Spiliotopoulos if Mr. Madden has any plans for the commercial <br />acreage. Mr. Spiliotopoulos did not know. <br />Commissioner Lindsey discussed traffic on Stanley Boulevard as it <br />exists today and asked the developer what he proposes to do with <br />this regard. <br />Brad Hirst, 1811 Santa Rita Road stated they are prepared to <br />dedicate an 84' right of way for possible future extension of the <br />Del Valle Parkway. There will be a 42' half street, they will <br />dedicate 9' additional right-of-way, with 13' for a paved and 6' <br />for a pedway. Their plan will allow eastbound traffic from Main <br />Street to get into the center lane and allow traffic eastbound <br />- 9 - <br /> <br />
