They are proposing <br />four lanes instead of two. <br />Commissioner Lindsey asked about a general plan change and if <br />this type of thing can be done with the other property owners as <br />they develop. Mr. Harris indicated that the City needs to know <br />the design for the Del Valle Parkway. Mr. Okamura stated that <br />the plans they have do not show the right-of-way. There is a <br />median shown between Main Street and Hopyard Road. Mr. Hirst <br />indicated that the property on Stanley Boulevard is unique. He <br />felt a center median would necessitate "U" turns for all and <br />would be problematic for emergency access. They would recommend <br />no median be installed. <br />Commissioner Lindsey would like to know when and where the Del <br />Valle Parkway is going. It will effect this section of Stanley <br />Boulevard. Chairman Doherty supported this statement. <br />Mr. Hirst indicated that they would also very much like to know <br />where the Del Valle Parkway will go and when it will be <br />completed. They are aware that their application would spur the <br />concern of this and didn't feel the project should be denied be <br />because they are allowing the maximum amount of right-of-way. <br />They are planning to dedicate 42 feet. If at some time, 84 feet <br />would not be needed, they would increase the amount of <br />landscaping. <br />Commissioner Wilson stated that these properties haven't been in <br />the City too many years. There is no master plan for the area. <br />He asked if they is sewer connected to the house on Stanley. The <br />neighbors indicated they are on septic tanks. Mr. Hirst stated <br />that the two new houses on the south side are connected to the <br />sewer system. Commissioner Wilson asked if the homes on Stanley <br />Boulevard had City water. The neighbors responded that they have <br />had City water for years. <br />Commissioner Innes and Mr. Hirst then discussed the location of <br />sewer lines with relationship to this area of Stanley Boulevard. <br />Mr. Hirst explained that a market currently exists for their <br />units. They are geared primarily to people with grown children <br />or single-parent families. The units are in walking distances to <br />schools of all levels. Traffic volume is not a major concern <br />particularly with their dedication. Once the connection is made <br />from Valley Avenue, the traffic on Stanley Boulevard should be <br />less impacted. Regarding noise, he has discussed the issue with <br />Ed Pack. All multi-family hotel units must have a dba of 60, <br />therefore an acoustical study will have to be done and <br />recommendations made in the study will have to be followed. <br />Mr. Spiliotopoulos stated the only plan for the extension of the <br />Del Valle Parkway is the one done in 1966 by MacKay & Somps/Ted <br />Fairfield.
