Minutes <br />Planning Commissio; <br />11/28/84 <br />GP-84-14 Equity Enterprises <br />PUD-84-10, Equity Enterprises et al <br />Public hearing to discuss development options for properties <br />located on the north side of Stanley Boulevard at 4005, 4011, <br />4017 and 4023 Stanley Boulevard between Main Street/Santa Rita <br />Road and the Southern Pacific Railroad tracks. Equity <br />Enterprises has requested that the general plan designation on <br />the above listed properties be changed from "Medium Density <br />Residential" to "High Density Residential." <br />A development plan to construct a 39 unit townhome condominium <br />project at 4005 Stanley Boulevard will also be discussed. <br />Mr. Harris presented the staff report indicating that no action <br />would be taken this evening. He then reviewed the history of the <br />area and the previous desires of the residents during annexation. <br />Commissioner Innes asked about the current plan for the extension <br />of the Del Valle Parkway onto Stanley Boulevard. Mr. Harris <br />stated that this is not in the three year capital improvement <br />program. The City is looking at the area very closely because <br />once an extension is made between Hopyard and Main Street, the <br />intersection will be offset by about 200 feet. <br />Commissioner Lindsey asked if anyone has studied the total <br />circulation plan with regard to the appropriateness of the Del <br />Valle Parkway extension now that the City is looking for Valley <br />Avenue to be connected to Stanley Boulevard-Bernal Avenue. Mr. <br />Harris indicated this has been reviewed and traffic reports show <br />the trip generation to be approximately 10,000 trips per day. <br />George Spiliotopoulos, a partner in the project, 5638 San Jose <br />Drive, Pleasanton, passed out a blue folder to the Commissioners <br />describing the development. He indicated that there are three <br />partners, Jim Mello, Brad Hirst and himself. Dana Owyoung of <br />Jerry Loving's office is the architect. He introduced Sandy <br />Sinclair, 4005 Stanley Boulevard, the owner of the property <br />proposed for development. <br />Sandy Sinclair, 4005 Stanley Boulevard, indicated her family had <br />called the property Country Roads and this is how the name has <br />evolved on the plan. She felt the project has a lot of integrity <br />and Messrs. Spiliotopoulos and Hirst have tried to please the <br />people of the neighborhood. <br />Mr. Spiliotopoulos indicated that Stanley Boulevard is a special <br />place and one of the oldest most stable areas in the City. The <br />youngest people living on Stanley Boulevard have lived there for <br />20 years. In working with the neighbors, they have been <br />overwhelming in support of this project. 33 of 38 have signed a <br />petition in support of it,four persons are undecided and there is <br />one recorded in opposition. <br />- 8 - <br />_. _ _~ <br />
