Minutes <br />Planning Commissio. <br />11/28/84 <br />Chairman Doherty indicated that the City has made progress for <br />the connection and the biggest stumbling block is the PUC and <br />railroad. <br />Mr. Swift explained that application was made to the PUC for an <br />at-grade crossing. He revised the steps necessary to receive <br />approval including the appeal process as necessary. Ms. Bianchi <br />reiterated that she felt that the Del Valle Parkway connection <br />should not have priority over the Valley Avenue connection to <br />Stanley Boulevard and Bernal Avenue. She is happy with the <br />project but has concerns with visitor parking because there is no <br />parking on that street. The project is good and if it is <br />approved, it should be held off until the streets are finished. <br />Commissioner Innes asked if she had any preference as to medium <br />or high density residential for the area. Ms. Bianchi felt that <br />the north side should be high density because there is a lot of <br />land on that side. <br />Duane Kirk, 2600 Albian Way, Modesto, son-in-law to Mr. Augusta <br />spoke to traffic circulation coming east and turning left into <br />the project. <br />Gary Coves, 4086 Stanley Boulevard, stated his only concern is if <br />the street is widened where would the property come from. A car <br />recently drove right up on his front yard. <br />Brad Hirst, addressed parking concerns. He hoped that 'no <br />parking' signs on Stanley Boulevard would be allowed in front of <br />their project. He pointed out that any project development would <br />cause Stanley Boulevard to be widened to City requirements. He <br />indicated that if Mr. Kirk and Augusta dedicated their property <br />for widening, they would be happy to share a group reduction in <br />cost with them. The difference between the north and south side <br />of Stanley Boulevard is that the north properties are large and <br />very deep while the south side is not. <br />Mr. Spiliotopoulos thanked the neighbors and their spirit of <br />cooperation. This project will be of high integrity. <br />Chairman Doherty thanked the developers for sharing information <br />with the neighbors. Communication is very important. <br />Commissioner Lindsey felt that the residents of the area were <br />entitled to some answers with regard to the proposed extension of <br />the Del Valle Parkway. Commissioner Innes concurred. <br />Commissioner Getty agreed and felt that Valley Avenue will be <br />greatly used. <br />Commissioner Innes asked if it would be possible to get a <br />recommendation from traffic specialists in a two week period <br />concerning as to projected volumes on Stanley Boulevard with all <br />of the circulation plans implemented. Mr. Okamura said that <br />staff could talk to TJKM tomorrow. <br />- 12 - <br />... _ __ _.. _ _ R <br />
