it understood that if Nob Hill wants to sell liquor in their <br />market, it will be permitted. Also if a restaurant is put in can <br />sell liquor. Further it is their understanding that a fast food <br />operation would be similar to a Taco Bell or McDonald and would <br />not be a pizza parlor. Also they have directed the parking lot <br />lighting away from the homes. They have also agreed to have a <br />wider entrance to the project. They have also requested that <br />there be an opening in the wall between the Exxon station and <br />medical center. The project shows a six ft. high wall and they <br />would like a four ft. high wall. They basically concur with the <br />conditions shown in the staff report and stated that Mr. Torres <br />of Nob Hill Markets and Mr. Pozas of the Urgent Care Center are <br />present to discuss this matter. <br />Commissioner Innes then asked the applicant to point out the <br />access from Santa Rita Road on the rendering on the wall. They <br />did this. <br />Gary Green, Las Positas Garden Homes, presented a letter against <br />the project. They are concerned with an entrance on Navajo Court <br />going to he shopping center. They currently have 200 cars going <br />onto Santa Rita Road. There is no parking on Santa Rita Road <br />from West Las Positas to Navajo. If a light on Santa Rita is red <br />right turns are still be made. Their objection is totally to do <br />with traffic and they have no problem with the use. He stated <br />they have many children in their complex with 60% of the units <br />being rental. Children will not walk to the cross walk. Mr. <br />Green stated their back driveway has a divider in the middle so <br />one can't drive through the complex. It has been suggested that <br />this be used but they have said no because people who want to <br />miss the traffic light will cut through. Commissioner INnes <br />asked staff what the effects of having a no right turn on red <br />onto Santa Rita Road so that a definite stop would be created <br />heading south. Mr. Warnick indicated he would have to take a <br />look at the numbers. <br />Mr. Green stated that people are going 50mph from West Las <br />Positas to Mohr Avenue and indicated he would like to see speed <br />limit signs installed in the area. <br />Chairman Doherty then asked when the street would be totally <br />striped. Mr. Warnick stated that hopefully this will be done by <br />November 1, 1984. Mr. Green stated that Hacienda Business park <br />agreed to having no construction gravel, cement trucks in the <br />area while their project is under construction. He would like to <br />see signs added that says no trucks and asked that the Police <br />Department enforce this. <br />Commissioner LIndsey then asked the developer about closing the <br />median on Santa Rita Road. Mr. Ferreri said it would have a <br />great impact. It would not allow the center to operate. He <br />referred to the exit from Safeway, Alpha Beta, and Lucky's and <br />didn't feel their development should be restricted.
