MINUTES <br />r%ANNING COMMi~SION <br />7/11/84 <br />Page 9 <br />Karen Fraser-Middleton, Transportation Manager for Hacienda Business Park <br />addressed the Commission. In surveying the Hacienda Business Park they have <br />found that TSM is already in force inasmuch as Chabot Center has 8% of the people <br />using alternatives to driving alone with 33% leaving the premises at other <br />than peak hours. Crum and Forster have 35% of the people doing something other <br />than driving alone during the 8:00-4:15pm work hours. AT&T has 30% using <br />alternatives to driving alone Commissioner Innes asked what alternative they <br />are using. Ms. Fraser-Middleton indicated that some are carpooling Preferential <br />parking is being offered to people using carpools. Commissioner Innes asked <br />if AT&T offered a van program. Ms. Fraser-Middleton said they are notdoing <br />this at this time. <br />Curt Altschul, 6342 Calle Altamira, indicated that the original and subsequent <br />EIR for the general plan amendment assumes 40% reduction with TSM and yet numerous <br />intersections are shown as LOS C, D and E. It was not indicated that the traffic <br />reports take into account development of Meyer Business Park and 7 other buildings <br />under discussion tonight. Mr. Kinzel rebutted stating that their traffic study <br />does take into account Meyer and other projects approved by the City for North <br />Pleasanton. The LOS is based on the report of November 1983. Commissioner <br />Innes asked if there would be another comprehensive report such as that done <br />in November 1983 produced in the future. Mr. Kinzel indicated that they are <br />planning to do another report in early Fall and that it would include traffic <br />on Hopyard, Foothill and connectors. <br />Jack Hovingh,4250 Muirwood Drive, spoke to the Mozart and Doubletree projects <br />and indicated that they don't seem to be included in Table 3. Mr. Kinzel stated <br />that at the time they did the study Daon and Mozart had not been approved by <br />the City so that intersection was not included. He said there has to be a <br />cut off point somewhere and those projects were not among those approved at <br />the time of the study. They will be included in subsequent studies done. <br />Hopyard and I-580 westbound are not included because Council has determined that this <br />intersection is not the responsibility of Hacienda business Park. <br />The public hearing was closed. <br />Commissioner Innes directed staff to work with the traffic consultant and come <br />up with two or three pages of assumptions so that everyone will know how traffic <br />is calculated. <br />A motion was made by CommissionerGetty, seconded by Commissioner Wellman that <br />Case PUD-81-30-14D be recommendedfor approval subject to the conditions shown <br />in the staff report. <br />ROLL CALL VOTE <br />AYES: Commissioners Getty, Innes, Wellman and Vice Chairman Wilson <br />NOES: None <br />ABSENT: Commissioner Lindsey and Chairman Doherty <br />ABSTAIN: None <br />Resolution No. 2495 was entered and adopted recommending approval of case PUD-81-30-14D <br />as motioned. <br />-9- <br />
