MINUTES <br />PT ^NNING COMMT_~°ION <br />7/11/84 <br />Page 8 <br />Mr. Kinzel responded that they have made certain assumptions as to how much <br />TSM would be occuring by the time the study is operative. <br />Commissioner Innes and Mr. Kinzel discussed the technicalities of the TSM <br />with Mr. Kinzel pointing out that all assumptions have been overstated. He <br />indicated that traffic would go up 35-40% without improvements being put in <br />but because of the TSM the numbers should go up 2-3 points. TSM is already <br />being used by many people. <br />Commissioner Innes then addressed peak hour traffic and the percentage of average <br />daily trips. Mr. Kinzel explained the method which was used to ascertain the <br />counts. Commissioner Innes had concerns with a difference in traffic projections <br />between Caltrans and TJKM. Mr. Kinzel explained that in one building alone <br />there was a 33% diversion in traffic. Caltrans does not take into consideration <br />conditions which apply in Pleasanton for example TSM which could result in <br />a 40% reduction in traffic. Commissioner Innes then posed a hypothetical question <br />to Mr. Kinzel relating to LOS using assumptions of 100 cars going down Hopyard <br />to Stoneridge Drive and then to Foothill Road and if 15% turned right, he asked <br />if that would significantly impact the LOS. Mr. Kinzel said the answer is <br />probably yes, but it would depend on the straight across movement and if it <br />was a critical movement or not. That is one of the reasons why there are free <br />right-turn lanes. Mr. Kinzel indicated that Owens and Chabot extensions have <br />reduced LOS. Commissionerlnnes referred to slide number five and asked why <br />the Stoneridge Extension across Santa Rita Road was used when the extension <br />has not been approved yet. Mr. Kinzel explained that the subject intersection <br />is not even close to critical. Improvement plans are in the works now and <br />construction will begin 1985 with completion by 1986. <br />Commissionerlnnes referred to the November 1983 traffic study done for Hacienda <br />Business Park and north Pleasanton development and Table 3 of that report concerning <br />the development of Ponderosa Homes, Barratt, Crocker Homes and other residential <br />development in the Valley. Mr. Kinzel reported that the Planning Commission <br />and City Council in approving the Hacienda PUD required that a traffic study <br />be done for each development proposed at the time of design review submittal. <br />They worked out a method acceptable to City staff and in the spirit of the <br />approval to use the number of employees, buildings in Pleasanton, etc. This <br />did not include any residential development. The assumptions do take into <br />consideration traffic in central and south Pleasanton that would add to the traffic <br />problems in the north part of town. There will be continuous monitoring of <br />traffic throughout Pleasanton. Commissioner Innes asked if the LOS will be <br />monitored by Multi-Sonics. Mr. Kinzel indicated that this is the case. Commissioner <br />Innes commented that some intersections will not be hooked up to the monitoring <br />system until 1986 and asked if this is still true. Mr. Kinzel explained that <br />it is staff's intention to have all intersections on line. The critical intersections <br />such as Hopyard/Stoneridge etc. will hopefully be operative in 1985/86. <br />Commissioner Wellman thanked Mr. Kinzel for his informative presentation. <br />Al Gallardo, Bissell and Karn, 3814 Moddison Avenue, Sacramento, CA 95819, <br />indicated that the developers are keeping very close contact with Caltrans <br />and have certain assurances from them on time frames for completion of certain <br />improvements.
