MINUTES <br />PLANNING COMMISSION <br />7/11/84 <br />Page 7 <br />Chris Kinzel, TJKM, 4637 Chabot Drive, presented background concerning traffic <br />studies that they have done for Sites 22, 31A and 37 recently. This report <br />was the 12th in a series for the North Pleasanton Area. He presented slides <br />entitled Steps in Typical Traffic Studies, Existing LOS in Pleasanton November <br />1984, Land Uses, Street Improvements in Place by 1986, TSM Assumptions, Distribution <br />of Traffic, Results of 6/14/86 Study, Key Requirements in North Pleasanton, <br />Conceptual Volume, Capacity Time, Proposed Monitoring Location. Mr. Kinzel <br />reviewed each slide in detail. <br />Vice Chairman Wilson asked Mr. Kinzel to expand on the slide concerning distribution <br />of traffic from proposed develoFn;ents. Mr. Kinzel indicated that so far they <br />have determined that the mitigation measures anticipated and planned for are <br />going to be satisfied. The ultimate width of the streets are known based on <br />previous studies. Commissioner Innes asked if what Mr. Kinzel was saying is <br />that as far as can be determined additional mitigation measures are not necessary <br />over those that will be planned to be in place by 1986. Mr. Kinzel inc'.icated <br />that this is a correct assumption. There is perhaps one location where additional <br />mitigation measures have been considered and he would be addressing this later <br />in his presentation. Vice Chairman Wilson asked if one of the mitigation measures <br />would be the enactment of a TSM Ordinance. Mr. Kinzel said that this is correct. <br />Mr. Kinzel stated that there are two intersections which will be at LOS "F" <br />ar.d they are both in Dublin, there will be four intersections with LOS "D" <br />in Pleasnton. These opinions are based on the street patterns and situations <br />which existed or were known to have existed in November 1983. In their 6/14/84 <br />Study they considered developments which are not 100% occupied but built in <br />the City. Black Angus, etc. are not included in the study as adding additional <br />traffic since they are built ar.d occLFied and the traffic trips were actually <br />counted. Mr. Kinzel reviewed the TSM assumptions used and felt that the goals <br />are fairly easily achievable. Based on a preliminary study, it appears in <br />some cases the 10% ride sharing and 25% flex time goals are being exceeded <br />at the present time. In the building in which he works 8% of the people are <br />carpooling and 33% are not driving during the peak hours. He stated that Karen <br />Fraser-Middleton, the TSM Coordinator is present tonight to address this issue. <br />He then presented his slide entitled "Distribution of Traffic" and explained <br />that they have changed their method on distribution from the previous studies. <br />He reviewed the previous figures and assumptions. They felt that these figures <br />were valid. Therefore, it is important to continually monitor traffic and <br />make adjustments in projections. Fortunately for Pleasnton, traffic will be <br />continually monitored, therefore, unlike any other area in California, Pleasanton <br />can have control over the situation. He indicated that Albert J. Gallardo <br />formerly of the FHWA is also present to address major interchanges in North <br />Pleasanton. Caltrans plans to widen 680 to six lanes and 580 to four lanes. <br />Commissioner Wilson inquired about the LOS shown on Mr. Kinzel's Table 1 regarding <br />trip generation and asked if these have taken into consideration the TSM and <br />LOS update. <br />-7- <br />_r <br />
