MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 8 <br />Commissioner Lindsey asked the reason for an east-west connection that runs <br />so close to I-580. Mr. Harris indicated that it is to handle traffic between <br />Livermore and Pleasanton. This is a project included in the Tri Valley Transportation <br />Study. If this arterial is not completed then traffic on I-580 and Santa Rita <br />Road would not be acceptable. The Commissioners then discussed traffic patterns <br />of the area. Commissioner Wilson asked what properties Stoneridge Drive extension <br />would go through. Mr. Harris reviewed the properties. <br />Chairman Doherty asked if this matter had to be continued to date specific. <br />Mr. Swift said it didn't but it would then have to be renoticed. Chairman <br />Doherty then asked staff for a reasonable date in which to continue this matter. <br />Mr. Harris stated that the Draft NPIDDEIR should be made available within a <br />month and there is a 45 day review/comment period. Two and one-half months <br />should be ample to have all of the comments back. Mr. Swift indicated that <br />the Draft EIR really doesn't address the portion of the Staples Ranch which <br />would go to residential but it addresses the treatment of the Stoneridge extension. <br />This portion of the environmental assessment would have to be done by staff. <br />Regarding the 50 acres staff will have to determine whether it can be covered <br />under a negative declaration or mitigated negative declaration. <br />Chairman Doherty announced that the public hearing is open, public input will <br />be taken and the matter will be continued to September 12, 1984. <br />Harold Dixon, 4066 Suffolk, President of the Pleasanton Meadows Cabana Club, <br />in speaking for himself and his organization supported the proposal, particularly <br />the circulation of West Las Positas looping to Kirkcaldy and Pimlico. They <br />support the 50 acre portion of the Staples ranch be changed to residential. <br />They do not want West Las Positas Boulevard opened to E1 Charro Road. They <br />reserve judgment of Martin Avenue to West Las Positas and request that staff <br />study the matter further. He indicated that the staff is urging emergency <br />vehicle access, however, it should be noted that there is a Fire Station on <br />West Las Positas Boulevard at Santa Rita Road. Valley Memorial hospital is <br />also attempting to expand to that same intersection. He thanked Mr. Callahan <br />and Jack Swanson of Prudential for their efforts in trying to get Stoneridge <br />Drive extended. <br />Commissioner Innes asked Mr. Dixon if he would prefer to keep emergency response <br />off of West Las Positas. Mr. Dixon felt that Trenery Drive or other streets <br />would be more expedient. <br />Marvin Murphy, 6688 Via San Blas, represented Kaiser Sand and Gravel. They <br />have a number of concrens which haven't been cleared up or answered. It is <br />possible that Stoneridge Drive will come close to the quarry property which <br />is under permit. They had many concerns about residential traffic coming into <br />the quarry area. E1 Charro is a private road. He asked that traffic not be <br />mingled with truck traffic. They are not opposing the City's proposal, they <br />just do not know enough about it. They would like to work closely with staff <br />and the Planning Commission. <br />-8- <br />
